Bu çalışmada, paylaşım temelli bir yaklaşım olan açık inovasyon modeli ile proje yazma kültürüne sahip olan Ar-Ge ve Tasarım Merkezlerini ve akademik bilginin öncüleri öğretim elemanlarını Python programlama diliyle yazılan bir yazılım aracılığıyla tek bir platformda bir araya getirerek üniversite sanayi işbirliğine katkı sağlanması amaçlanmaktadır. Çalışma kapsamında Batı Akdeniz Bölgesi'ndeki Ar-Ge ve Tasarım Merkezleri örneklem olarak alınmıştır. İlk olarak Ar-Ge ve Tasarım Merkezleri'nin açık inovasyona yatkınlığını ölçümlemek için anket tekniği ile veri toplanma yoluna gidilmiştir. İkinci olarak Ar-Ge ve Tasarım Merkezleri'nin yazmış oldukları projeler Türkiye Bilimsel ve Teknik Araştırmalar Kurumu Teknoloji ve Yenilik Destek Programları Başkanlığı (TÜBİTAK TEYDEB) web sitesinden excel ortamına aktarılmıştır. Elde edilen veriler Python programlama dilinin pandas kütüphanesi ile işlenmiş streamlit kütüphanesi aracılığıyla da arayüze aktarılmıştır. Üçüncü olarak Yükseköğretim Kurumu Akademik Arama web sitesinden Batı Akdeniz Bölgesi'nde bulunan kamu ve özel üniversitelerin öğretim elemanlarının uzmanlık alanlarını içeren veriler selenium kütüphanesi aracılığıyla .csv dosyasına yazılmıştır. Son aşamada elde edilen anket, proje ve öğretim elemanı verileri tek bir arayüzde bir araya getirilerek son kullanıcının kullanımına hazır bir web sitesi oluşturulmuştur. Çalışmanın bulguları, Batı Akdeniz Bölgesi'nde faaliyet gösteren Ar-Ge ve Tasarım Merkezleri'nin anketler sonucunda açık inovasyona yatkın olduğu yönündedir. İşbirliğine açık oldukları, hem Ar-Ge ve Tasarım Merkezleri ile hem de başka bir firmayla ortak projede çalışabilecekleri, dış kaynak kullanabilecekleri, hibe, teşvik, destek gibi imkanlar sağlandığı takdirde fikirlerini paylaşabileceklerini, özellikle üniversitelerle ve Ar-Ge ve Tasarım Merkezleriyle çalışma istedikleri bulgulanmıştır. In this study, it is aimed to contribute to university-industry cooperation by bringing together R&D and Design Centers with a culture of project writing and faculty members who are the pioneers of academic knowledge on a single platform through a software written in Python programming language, with the open innovation model, which is a sharing-based approach. Within the scope of the study, R&D and Design Centers in the Western Mediterranean Region were taken as a sample. First, data was collected using the survey technique to measure the susceptibility of R&D and Design Centers to open innovation. Secondly, the projects written by the R&D and Design Centers were transferred to the Excel environment from the Turkish Scientific and Technical Research Council Technology and Innovation Support Programs Directorate (TÜBİTAK TEYDEB) website. The obtained data was transferred to the interface through the streamlit library processed with the pandas library of the Python programming language. Thirdly, data from the Higher Education Institution Academic Search website, including the areas of expertise of faculty members of public and private universities in the Western Mediterranean Region, were written to a .csv file via the selenium library. In the final stage, the survey, the project and faculty members data obtained were brought together in a single interface and a website ready for end-user use was created. The findings of the study are that R&D and Design Centers operating in the Western Mediterranean Region are prone to open innovation as a result of surveys. It has been found that they are open to cooperation, they can work on a joint project with both R&D and Design Centers and another company, they can use outsourcing, they can share their ideas if opportunities such as grants, incentives and support are provided, and they especially want to work with universities and R&D and Design Centers.
