Bu tez çalışmasında, mekanı giderek insansızlaştırmaya yönelik politikaların neden olduğu toplumsal bozukluklar, kitle kültürü ve algılamadaki değişimlerin insan ve mekan üzerindeki olumsuz etkilerine işaret edilmiştir. Kültürel gelişimde temel belirleyicilerden biri olan kamu mekanlarının, sanatsal içerikte geliştirilmesi amaçlanmıştır. Sanat aracılığı ile, mekanı sahiplenme ve katkıda bulunmaya özendirecek yaratıcı kişiliğin gelişimi hedeflenmiştir. Çeşitli ülkelerdeki uygulamaları incelenen kamu sanatı, kentsel gelişim ve yeniden canlandırmada, kamu mekanlarının değerini ve paylaşımını artırarak; insan etkileşimli hale getirmede ve yer hissi yaratmada önemli bir araçtır ve kentsel tasarım ve kent içi projelerde yer alması gereken bir süreç olarak değerlendirilmiştir. Bu süreci tanımlamak üzere, kültürel stratejiyle beraber işleyen ve yerel plan politikalarıyla desteklenen ve tasarım sürecine entegre olan, örgütsel boyutları araştırılan bir kamu sanatı stratejisi üzerinde çalışılmıştır. In this thesis study, it is shown that the negative effects on human and space that changes in perception and mass culture and social failure due to the policies that makes space unmanned day by day. It is goaled that enhance of public spaces as one of a basic factor of cultural development in artistic context. Through art, ownership of space and to contribute space by encouraging the development of creative personality is aimed. In different countries, public art that has searched urban development and regeneration, for making human interaction and creating sense of public place by increasing the value and sharing of public space is a significant point and it is evaluated as a required process that takes place within the urban design and projects. In order to describe this process, it is dealed with the public art strategy that running with the cultural strategy and supported local plan policies and integrated urban design and investigated the organizational and financial size.
