Kamu yapıları kentsel bütünün bir öğesi olan, kullanım amacına göre farklı işlevler içeren, kamu hizmeti odaklı yapılardır. Kamu yapıları, işlevleri, dışa dönük olmaları, ifade ettikleri anlam ve içerisinde yer aldıkları kamusal mekanlar ve ait oldukları kentle ilişkilenme biçimleri açısından kendilerini hem fiziksel hem de sosyal olarak ortaya koyarlar. Bu yapılar, ifade güçlerini büyük oranda mimari kompozisyonlarının oluşturduğu imaj, kimlik ve anlamlardan alırlar. Kamu yapılarının tasarımında kullanılan imaj, kimlik ve anlam oluşturma teknikleri, kullanıcıların estetik ve psikolojik gereksinimlerini karşılamaktadır. Aynı zamanda kamu yapıları, devlet otoritesinin gücünü simgeleme özelliği taşıyarak, prestij oluşturmak ve etkileyici bir görsellik sağlamak için de kullanılmaktadır. Tezin amacı; kamu yapılarında imaj, kimlik ve anlam oluşturma tekniklerini çözmeye yöneliktir. Çalışma alanı olarak oldukça eski bir tarihsel geçmişe sahip olması ve farklı mimari dönemlerden kamu yapılarını bünyesinde barındırması nedeniyle Isparta kenti seçilmiştir. Çalışma kapsamında Isparta kent kimliğinde önemli yeri olan, geçmişten günümüze kadar farklı mimari dönemlerde inşa edilmiş kamu yapıları arşiv taramaları ve yerinde incelemelerle tespit edilmiş ve üç mimari döneme ayrılmıştır. Örnekleme yapılan kamu yapıları incelenerek dönemlere ait mimari özellikler belirlenmiştir. Bunun yanında kullanıcı-yapı etkileşiminde imaj, kimlik ve anlam oluşturma tekniklerinin kullanıcılar tarafından nasıl algılandığı çalışma kapsamında yapılan anket uygulaması ile ortaya konmuştur. Çalışma sonucunda, yapılar ile ilgili incelemeler ve anket çalışması ile elde edilen veriler ışığında, Isparta kenti kamu yapılarının imaj, kimlik ve anlam değerlendirmesi yapılmıştır. Tez kapsamında, Türkiye.de günümüze kadar gelen sürede mimari üslupları ile devlet otoritesini simgelemenin bir aracı haline gelmiş olan kamu yapıları incelendiği için, tez literatürde önemli bir yere sahip olmaktadır. Tez çalışması, Isparta kentinde geçmiş dönemlerde inşa edilmiş ancak günümüzde yok olmaya başlayan kamu yapılarının belgelenmesi açısından öneme sahip olarak kamu yapıları mirasının geleceğe aktarılması konusunda sorumluluk taşımaktadır. Public buildings are public service-oriented structures with different functions based on their aim of use, and they are a constituent of urban whole. Public buildings reveal themselves as both physical and social in terms of functions, extroversions, expressing the meaning and associating the city where they belong and public spaces in which they are located. These buildings take their expression power from image, identity and meaning which are mostly composed by architectural compositions. The image, identity and meaning creating techniques used in design of public buildings provide aesthetic and psychological need of users. At the same time, public buildings are used both constituting prestige and providing impressive visuality with featuring the representation of power of the State.s authority. The aim of the thesis is to find out the techniques of creating image, identity and meaning. Isparta city is chosen as a case study since it has an old historical past and public buildings of different architecture periods. In scope of the study, public buildings which have built in different architecture periods from past to present were detected with archive survey and on-site observation and these buildings were classified into three architectural periods. The sampled public buildings are researched, and then architectural characteristics which belong to the periods are determined. Besides this investigation in the thesis, how users see techniques to create image, identity and meaning in user-building interaction was put forward with questionnaire practice. As a result of the study, public buildings in Isparta city were evaluated in the context of image, identity and meaning in the view of data which are obtained from the investigation of the related public buildings and data of questionnaire study. In scope of the thesis, since public buildings were investigated that have become a tool representation power of The State.s authority with architectural style in the period from the past to the present in Turkey, this thesis has a significant place in literature. The thesis study, having the importance of documentation of public buildings which were built in the past periods and began to vanish today, takes the responsibility of transferring the heritage of public buildings.
