Türkiye örtüaltı sektörü son yılarda hızlı bir gelişme göstermiş, alan ve üretim miktarı açısından önemli düzeylere ulaşmıştır. Antalya bölgesi başta olmak üzere, yoğun bir şekilde yapılan örtüaltı yetiştiriciliğinden elde edilen ürünler, Türkiye yaş sebze ve meyve ihracatında oldukça önemlidir. Son yıllarda Türkiye'nin ihracat yaptığı ülkelerdeki talebin şekli değişmekte olup sadece kış aylarında değil yılın on iki ayına uzanan bir talep oluşmuştur. Türkiye oluşan bu talebi karşılamak bakımından örtüaltı üretimini yayla bölgelerine kaydırmak durumundadır. Bu çalışmada Antalya ili Elmalı ilçesi örnekleminde örtüaltı üretim faaliyeti yapan işletmelerinin ekonomik yapısı irdelenerek, yayla örtüaltı üretiminin bölge ekonomik kalkınmasına katkısı araştırmak yayla şartlarında örtüaltı tarımına yatırım yapacak olan işletmelere, yatırımcılara yol gösterici veriler sağlamaktır.Buna göre çalışmanın amaçları; (i) işletmelerde örtüaltı yetiştiriciliğinin ekonomik yapısının değerlendirilmesi, (ii) işletmelerin örtüaltı yetiştiriciliğinin teknik, pazarlama yapısı ve sorunlarının değerlendirilmesi, (iii) işletmelerde örtüaltı yetiştiriciliğinde karlılığın saptanmasıdır. Bu çalışmanın ana materyalini, Antalya ili Elmalı ilçesine bağlı, örtüaltı üretiminin büyük ölçüde yoğunlaştığı Gölova, Çukurelma, Salur, Eskisar, Zümrütova'da bulunan örtü altı yetiştiricilerinden oluşturulmuştur.Tabakalı Örnekleme Neyman yöntemi kullanılarak örneklem hacmi 90 işletme olarak hesaplanmıştır. Veriler, anket yöntemiyle elde edilmiş ve 2014 üretim dönemine aittir. Verilerin analizinde, nitel veriler için Ki-Kare analizi, nicel veriler için Varyans analizi yapılmıştır. Örtüaltı işletmelerin genel yapısal özelliklerinin değerlendirilmesinde; işletmelerin arazi varlığı ve kullanım durumu, işletmecilerin yaşı, eğitim durumu, işgücü kullanımı, GSÜD'leri gibi göstergeler incelenmiştir. Araştırma kapsamında yer alan işletmelerin masraf kalemlerinin hesaplanmasında tek ürün bütçe analiz yöntemi kullanılmıştır. Örtüaltı yetiştiriciliğindeki ve pazarlamasındaki sorunlar belirlenmiştir. Üreticilerin brüt, mutlak ve nisbi karlılıkları hesaplanmıştır. Yayla koşularında örtüaltı üretim yapan işletmeler örtüaltı arazi büyüklüklerine göre 3 gruba ayrılmıştır. Araştırmadan elde edilen verilere göre; işletmelerde örtüaltı üretim faaliyetinin gayri safi üretim değeri 44667 TL ile toplam gayri safi üretim değeri içindeki payı %52.59 olarak hesaplanmıştır. Araştırma sahasında örtüaltı üretiminde domates ilk sırada yer almaktadır. Bunu hıyar takip etmektedir. Ayrıca az miktarda biber, patlıcan yetiştiriciliği de yapılmaktadır. İşletmelerin üretim masrafları arasında ilk sırayı %18.93 ile fide, ikinci sırayı %18 oranı ile gübre, üçüncü sırayı ise %14.69 pay ile daimi-aile işgücü ücreti almıştır. İşletmeler ortalamasında mutlak kar 43602.69 TL olarak hesaplanmıştır. İşletmeler ortalamasında 1 kg domatesin maliyetinin 0.69 TL olduğu tespit edilmiştir. İşletmeler ortalamasında nispi kar ise 1.53'tür. Yayla koşullarında örtü altı yetiştiricilik dönemi, yaz ayları olduğundan dolayı herhangi bir ısıtma masrafı bulunmamaktadır. İşletmeler ürünlerini çoğunlukla komisyoncu ve tüccara pazarlamaktadır. İşletmelerin bazıları ürünlerini üretim yerinden uzak yerlerde İstanbul ve Antalya halinde pazarladıkları, bu durumun pazarlama masraflarının önemli ölçüde artmasına yol açtığı saptanmıştır. Bölgede örtüaltı üretimi önemli gelir sağlayan bir faaliyet olup, bu eğilimin sürmesi beklenmektedir. Bölgedeki örtüaltı yetiştiriciliği önemli bir gelir ve istihtam olanağı sağladığından, kırdan kente göçleri azaltabilmektedir. Örtüaltı yetiştiriciliğinin yaygınlaşması; birim maliyetlerin azaltılıp, iç ve dış talebe uygun ürünlerin üretimi ve büyük ölçekli yatırımlara bağlıdır. Bununla birlikte üreticilerin girdi kullanımı açısından bilgilendirilmesi, üretici birliğinin yaygınlaştırılması, İyi Tarım Uygulamalarına uyumun sağlanması sektörün sağlıklı gelişimi açısından önemli görülmektedir. In recent years, Turkey greenhouse sector has shown a rapid development, reaching a significant level in terms of land area and amount of production. The production mainly derived from greenhouse cultivation, especially in the Antalya region, constitutes a very important portion of the fruit and vegetable exports of Turkey. The type of demand in the countries that Turkey export products has recently been changing into all year round demand instead of the winter months only. Therefore, Turkey needs to shift its greenhouse production to highland areas in order to meet the increased demand. The aim of the current study was to examine the economic status of the enterprises engaged in greenhouse cultivation activities in Elmalı district (Antalya) and to investigate the contribution of the highland greenhouse production to the regional economic development, thus attempting to generate certain data that would provide guidance to future investors and enterprises that will invest in greenhouse cultivation in highland conditions. To summarize, this study attempts (i) to evaluate the economical structure of the greenhouse enterprises; (ii) to assess the technical and marketing structure of greenhouse cultivation in such enterprises, as well as related issues; (iii) to determine the profitability of the enterprises engaged in greenhouse cultivation activities. This project was carried out in Gölova, Çukurelma, Salur, Eskisar, Zümrütova, the quarters of Elmalı where greenhouse enterprises are mainly concentrated. The sample size was calculated as 90 greenhouse enterprises by using the Neyman Stratified Sampling Neyman method. The research data were obtained using questionnaires and belong to the 2015 production period. In the data analysis, Chi-square analysis was carried out for qualitative and variance analysis for quantitative data. In assessing the overall structural characteristics of businesses engaged in greenhouse cultivation, the indicators examined include the land assets of the businesses and their operational status, age and educational background of the keepers, labour use, and their Gross Production Values (GVP). In the calculation of the cost items of the enterprises, we conducted the single product budget analysis. The main problems in greenhouse cultivation and marketing products were identified. Besides, the gross, absolute and relative profitability of the growers were also calculated. The farms engaged in greenhouse cultivation in Elmalı (Antalya) were divided into 3 groups according to the size of their land. Based on the data obtained in the study, the share of greenhouse production activities of the companies in the total Gross Production Value was calculated as 52.59%, generating a Gross Production Value of 44667 TRY. In the target area of this study, tomato cultivation ranked first in the greenhouse production, which was followed by cucumbers and small amounts of pepper and eggplant cultivation. The production costs of the enterprises mainly involved seedling costs (18.93%), followed by fertilizer costs (18.00%) and permanent-family labour (14.69%). The mean absolute profit of the farms was calculated as 43602.69 TRY. The average unit (1 kg) product cost was calculated as 0.69 TRY for farms. The mean relative profit rate for enterprises was 1.53. As the greenhouse cultivation period in highland conditions coincides with summer months, the enterprises had no heating costs. The enterprises mainly marketed their products to middlemen and traders. It was also determined that some of the growers marketed their products in remote places like wholesale markets in Istanbul and Antalya, which increased their marketing costs significantly. The greenhouse production in the region is an activity that provides significant revenue and is expected to continue its development trend. As greenhouse-growing activities increase business potentials and opportunities in the region, it has potential to reduce migration from rural areas to urban centers. The expansion of greenhouse cultivation could be achieved by reducing the unit product cost, growing products appropriate for domestic and international demand and large-scale investments. In addition, it is crucial for the healthy development of the sector that the growers should be educated about the input use and grower unions should be promoted, while ensuring compliance with Good Agricultural Practices.
