Küreselleşmeyle birlikte dünya ölçeğinde gelir dağılımındaki eşitsizlik artmış, toplumsal sınıflar arasındaki iletişim azalmış, sosyal ve mekânsal ayrışma derinleşmiştir. Söz konusu süreçte kentsel toprağın aşırı değer kazanması, dönüşüm projelerini gündeme getirmiştir. Ülkemiz planlama pratiğinde de 2000’li yıllardan itibaren kentsel dönüşüm için altyapı oluşturulmuş ve çeşitli projeler uygulamaya geçmiştir. Çoğunlukla toplumun en alt grubunun yaşadığı alanlarda gerçekleşen, genellikle rant alanları oluşturmayı hedefleyen, sosyal dokuyu göz ardı eden, soylulaştırmaya neden olan, bölgesel özellikleri dikkate almayan, tek tipleşmeye yol açan ve mekânsal ayrışma ‐ sosyal dışlanma riski taşıyan projeler üretilmiştir. Toplumda dezavantajlı bir grup olan ve çok boyutlu dışlanmalara maruz kalan Roman vatandaşların yaşadıkları mahalleler, mekânsal ayrışmanın en çok görüldüğü kentsel mekânlardır. Özellikle bulundukları şehrin merkezine yakın bölgelerinde konumlanan Roman mahalleleri, suçun merkezi olarak kent güvenliği açısından tehlikeli görülmeleri ve kötü fiziki çevre koşulları nedeniyle yerel yönetimlerce kentsel dönüşüm projelerinin gerçekleştirilmesinin düşünüldüğü ilk alanlar arasında yer almaktadır. Çalışmada, Konya kent merkezinde bulunan ve kentten keskin çizgilerle ayrılmış Romanların yaşadığı Doğanlar Mahallesi örnek alan olarak seçilmiştir. Çalışmada söz konusu mahallede kentsel ölçekte ayrışmanın sosyo‐kültürel ve mekânsal olarak nasıl ve hangi boyutlarla ortaya çıktığı incelenerek, üretilebilecek bir kentsel dönüşüm projesine alternatif oluşturmak amacıyla Romanların geleneksel yaşam ve mekân biçimlerini göz önünde bulunduracak, toplumsal kaynaklara ve hizmetlere erişimlerini sağlayacak, toplumla iletişimlerini güçlendirecek, katılımlarını sağlayacak, yaşanabilirlik ilkesini temel alacak bütünleşik “mahalle eylem planı” hazırlanarak; bu çerçevede mahalle için hangi dönüşüm türünün uygulanması gerektiği belirlenmektedir. Bu kapsamda çalışmada Romanların yaşam biçimlerini, sorun ve beklentilerini anlamaya yönelik literatür araştırması yapılarak; kentsel dönüşümün türleri incelenerek uygulama örnekleri olumlu ve olumsuz yönleriyle irdelenerek; Doğanlar mahallesinin sosyal ve mekansal dokusu alan çalışmalarıyla analiz edilerek; ilgili kurumlardan istatistiki veri ve belgeler elde edilerek; Romanların sorunları ve bir kentsel dönüşüm projesinden beklentilerini saptamak üzere ilgili kişi ve yetkililerle derin görüşmeler yapılarak ve sonuçta mahalle özelinde planlanan bir kentsel dönüşüm projesi için örnek teşkil edebilecek bütünleşik mahalle eylem planı oluşturulmaktadır. Çalışmanın çıktılarıyla; mekânsal ayrışmayı azaltmayı, toplumsal iletişimi güçlendirmeyi, sağlıklı, erişilebilir ve yaşanabilir fiziki çevreler tasarlamayı amaçlayan kentsel dönüşüm projelerine rehber niteliğinde olması beklenen öneriler geliştirilmiştir. Disadvantaged groups in the community that they live in the neighborhood and multidimensional exclusions exposed to Roman citizens, the spatial segregation is seen most urban spaces. Especially positioned Roma neighborhoods in the region near the center of the city they are located, in the center of the crime be seen as dangerous in terms of urban security and because of the poor physical environment of local governments in urban transformation projects are among the first areas is thought to be realized. In this study, located in Konya city center, but Doğanlar inhabited by Roma with precise lines separated from the city neighborhood was chosen as the sample area. Said study decomposition of the socio‐cultural and spatially on an urban scale in the neighborhood and how examining emerged with what size, in order to create an alternative to an urban renewal project can be produced to consider the traditional living space and form of the novel, to ensure their access to social resources and services, to strengthen communication with the public, participation will provide, will be based on integrated livability principles "neighborhood action plan" to be prepared; will determine which type of conversion should be applied to neighborhoods in this context. Roman way of life at work in this context, literature research to be conducted to understand the problems and expectations; practices by examining the types of urban transformation will be discussed with positive and negative aspects; Doğanlar to be analyzed with the social and spatial texture of the field work of the neighborhood; statistical data and documents obtained from the relevant authorities; Roma issues and to do a deep conversation about people and authorities to determine their expectations of an urban renewal project and the resulting districts will be able to set an example for urban regeneration projects planned in specific integrated neighborhood action plan will be created. The output of the study; spatial segregation of the reduction, strengthening of social communication, healthy, accessible, and that the nature of urban transformation projects to guide physical environments have been developed aiming at designing livable expected recommendations.
