Dünyadaki gelişmelere bakıldığında günümüze yakın tarihlerde inşa edilen yapıların da bir takım öne çıkan özellikleri nedeniyle “modern mimarlık mirası” adı altında koruma altına alındıklarını görmekteyiz. Ülkemizde bu konudaki çalışmalar günümüze yakın bir dönemde başlamış ve akademik çalışmalarda giderek önem kazanmıştır. Diğer taraftan ülkemizde kentsel dönüşüm çalışmaları adı altında günümüzde var olan yapıların deprem dayanıklılık testleri yapılarak, bu yapıların yaşamına devam edebilecekleri ya da yıkılacakları kararları hızla alınmaktadır. Bu çalışmalarda özellikle kamu yapılarına, kamu yapılarından da çok sayıda genç nüfusun kullanıcısı olduğu ve bu kullanıcıların tüm iş günlerini geçirdiği eğitim yapılarına öncelik verilmiştir. Bu nedenle günümüzde eğitim yapıları deprem dayanıklılık testlerinden geçirilmekte, çoğunluğu da bu testlerde dayanıksız kabul edilip yıkım kararları alınmaktadır. Bu durum ülkemizde “modern mimarlık mirası” kapsamında değerlendirilebilecek olan birçok eğitim yapısının hızla yıkılması ile sonuçlanmaktadır. Bu nedenle bu tez çalışmasında modern mimarlık mirası kapsamında değerlendirilebilecek eğitim yapılarının tespit edilmesi ve bu yapıların korunarak gelecek kuşaklara günümüze yakın dönemlerin eğitim sisteminin belgeleri olarak taşınması amaçlanmıştır. Diğer taraftan ülkemizin sınırları ve eğitim yapılarının çeşitliği göz önüne alındığında, bütün eğitim yapılarını bir tez çalışmasına sığdırmak mümkün değildir. Bu nedenle bir yerleşim merkezine yoğunlaşarak çalışılması tercih edilmiştir. Merkezi ve büyük kentlere yakınlığı, ülkemizin tarihi geçmişindeki önemi, ticari faaliyetlerin yüksek oluşu gibi nedenlerle bu tezde çalışma alanı “Bursa ve Bursa’ya bağlı ilçeler” olarak seçilmiştir. Çalışma yöntemi olarak belgeleme ve tescil gerekçelerinin belirlenmesi yolu izlenmiştir. Tezin ana teması “modern mimarlık mirası” olduğu için, tez araştırmasında modern mimarlık mirası konusunda önderlik yapan uluslararası sivil toplum örgütü olan DOCOMOMO’nun belirttiği tanım ve ölçütler kullanılmıştır. DOCOMOMO Modern Mimarlık Mirası kavramını “tarihi referansların olmadığı, süsleme ve dekorasyon yerine işleve, tekniğe ya da mekânsal şartlara dayalı modern tasarım ilkelerini barındıran ürünler” olarak tanımlamıştır. Yapıların 1920-1970 yılları arasındaki modern dönemde tasarlanmasını ve inşa edilmiş olmasını şart koşmuştur. Modern Mimarlık Mirası ölçütlerini ise teknolojik uygunluk, sosyal uygunluk, sanatsal ve estetik uygunluk, kanonik uygunluk, referans değeri ve bütünlük olmak üzere altı başlık altında toplamıştır. Bir yapının modern mimarlık mirası sayılabilmesi için bu kriterlerden bir ya da birkaçını barındırması yeterlidir. Bu kriterlerin yanı sıra ülkelerin kendi hassas değerlerine göre modern mimarlık mirası kavramının içini kendilerinin doldurabileceğini belirtmiştir. DOCOMOMO’nun verdiği bilgiler ve çizdiği sınırlar çerçevesinde Bursa ve ilçelerinde 1920-1970 yılları arasında inşa edilen bütün yapılar tespit edilmiştir. Tezin amacı mevcut mimari miras stoğunu saptamak ve korumak olduğu için tespit edilen yapılar, günümüze ulaşanlar ve günümüze ulaşamayanlar diye ikiye ayrılmıştır. Günümüze ulaşan yapılar DOCOMOMO’nun tanım ve kriterlerine göre değerlendirilerek, tescil durumları belirlenmiş ve tescil gerekçeleri ortaya konmuştur. Bu veriler çerçevesinde bu çalışmada öncelikle Bursa ve Bursa’ya bağlı toplam 17 ilçede, 1920-1970 tarih aralığında inşa edilmiş olan eğitim yapıları tespit edilmiştir. Günümüze ulaşan ve ulaşamayan yapılar ayrı kategorize edilmiştir. Günümüze ulaşan ve korunmaya değer görülen yapıların hangi nedenlerle korunması gerektiğini açık ve net bir şekilde ortaya koymak için tescil gerekçelerinin oluşturulmasına gerek duyulmuştur. Tescil gerekçelerinin oluşturulmasında DOCOMOMO’nun diğer kriterleri göz önünde bulundurulmuştur. Considering world’s developments, it is seen that even recently constructed structures are being protected within the scope of “modern architectural heritage” by stating some prominent reasons that these structures have. In our country, studies related to this topic have started in recent times and gained importance gradually. On the other hand, structures that exist now are being tested in terms of earthquake resistance and by considering results of eathquake resistance test authorities take decisions whether these structure will be demolished or not in context of urban transformation works. Within the scope of urban transformation works, public buildings are set priority, especially educational buildings in which most of the young population use and spend time are set high priority. So, educational buildings are being tested in terms of earthquake resistance nowadays and most of the buildings are demolished by considering the fact that these buildings fail in earthquake resistance tests. Actually, most of these buildings do not fail completely from earthquake resistance test. However, in general, these buildings are demolished because of the fact that strengthening of these structures is more expensive than renewing these structures. This situation causes many educational buildings that can be evaluated as “modern architecture heritage” to be demolished. Therefore, in this thesis study, determination of educational buildings that can be classified as modern architectural heritage and carrying these structures to future as documents of different educatioanal periods by protecting them from demolishing are aimed. On the other hand, it is not probable to cover all the educational buildings in our country in one single thesis by considering boundaries of our country and variety of educational buldings. In this thesis study, working area is determined as “Bursa and districts of Bursa” by considering its proximity to big and central towns, its significance in our historical background, and its greatness in terms of commercial activity. Identification of reasons for registry and certification of these building are determined as method of procedure in this study. Since main theme of the thesis study is modern architectural heritage, principal descriptions and standards are taken from DOCOMOMO which is the leading non-profit organization worldwide in the field of modern architectural heritage. DOCOMOMO defines concept of modern architectural heritage as “products that contains modern design principals based on function, technique and spatial conditions instead of historical references and ornamentation”. Moreover DOCOMOMO stipulates that structures should have been designed and constructed in between 1920 and 1970. DOCOMOMO sets standards of modern architectural heritage in six distinct topics being as technological suitability, social suitability, artistic and esthetic suitability, canonical suitability, reference value and integrity. It is sufficient for a structure to have one or more of these criteria to approve the structure as modern architectural heritage. In addition to this DOCOMOMO states that countries could characterize their own perspective for concept of modern architectural heritage considering delicate values. In the light of the information and restrictions that DOCOMOMO provides, educational buildings which are constructed between 1920 and 1970 and located in 17 different districts of Bursa were determined. These structures were grouped into two being as the ones which reach today and the ones which could not reach today in order to determine and protect available stock. Certification conditions and reasons for justification were determined for the sructures that reach today based on DOCOMOMO’s definitions and criterions. In this context, educational buildings which are constructed between 1920 and 1970 and located in 17 different districts of Bursa were specified. Structures have been categorized in two different groups being as the ones which reach today and the ones which could not reach today. Structures that exist now and worth to protect were determined and it is regarded necessary tho prepare a justification for certification of these structures explaining why they should have been protected. Other criterion of DOCOMOMO have also been considered in process of preparing justification of certification of these structures.
