Bisiklet, sürdürülebilir ulaşım planlaması ve özellikle yaşanabilir kentler kavramı ile ilgili tartışmalarda, enerji verimliliği, çevre dostu olması ve toplu taşıma ile uyumluluğu gibi özellikleri nedeniyle, önemli bir ulaşım türü olarak kabul edilmektedir. Bisiklet ulaşımı ile hem motorlu taşıt hem de toplu taşıma trafiği için ciddi anlamda bir rahatlamanın söz konusu olduğu bütün dünyada kabul edilmektedir. Bununla birlikte, trafik güvenliği incelemelerinde bisiklet kullanıcılarının otomobil kullanıcılarına göre daha tehlikeli durumda olduğu görülmektedir (WHO, 2009). Bisiklet kullanıcılarının maruz kaldığı tehlikeli durumları azaltabilmek ve bisiklet kullanımını artırabilmek gereklidir. Bu nedenle günümüzde tüm dünyada korunmasız yol kullanıcılarının (bisiklet kullanıcıları yayalar ve motosiklet kullanıcıları) güvenliği daha fazla önem kazanmıştır. Avrupa ülkelerinde yaygın bir ulaşım modu olan bisiklet kullanımına ilgi ülkemizde de artmaya başlamıştır ve konu ile ilgili bazı araştırmalar yapılmaktadır. Fakat ülkemizde diğer ulaşım modlarına göre trafikte bisiklet kullanımının güvenliği odaklı ayrıntılar çok azdır. Güvenli bisiklet kullanımının yaygınlaştırılması için, ulaştırma mühendisleri ve şehir planlamacıları tarafından öncelikle bisiklet yollarının önemi, güvenli bisiklet yolu tasarımının doğru bir şekilde anlaşılması ve uygulanması gerekmektedir. Bu çalışmada, güvenli bisiklet ulaşımının geliştirilmesi için bisiklet yolu tasarımını etkileyen parametreler araştırılmış ve bunları içeren bir anket çalışması gerçekleştirilmiştir. Anket çalışma sonuçları kullanılarak etkili parametrelerin önem dereceleri ortaya konulmuştur. Çalışmada çok ölçütlü karar destek sistemlerinden olan Analitik Hiyerarşi Yöntemi kullanılmıştır. Amaç, ileride uygulamaya geçirilebilecek bisiklet yolu güzergâhları seçiminin gelişi güzel yapılmadan, güvenliği etkileyen parametrelere bağlı olarak gerçekleştirilebilmesidir. Buna göre, öncelikle karar verme problemi tanımlanmış ve problemle ilgili literatür taraması yapılmıştır. Literatür taramasından elde edilen bilgilerden faydalanılarak, internet ortamında uygulanmak üzere Isparta ilindeki bisiklet kullanıcılarına “Şehiriçi Bisiklet Yolu ve Güzergâh Seçimi” başlıklı bir anket uygulanmıştır. Bu anketteki sorularla bisiklet kullanıcılarının hangi yol kesimlerini öncelikle kullandıkları, hangi yol geometrik parametrelerinin ve hacim değerlerinin onlar için önemli olduğunun tespiti sağlanmaya çalışılmıştır. Yapılan geri dönüşlere göre bisiklet yolu güzergâh seçimi faktörleri netleştirilmiştir. Anketten elde edilen faktörler arasında karşılaştırma matrisi “Analitik Hiyerarşi Proses (AHP)” metodu ile oluşturulmuş ve hesaplamalar MATLAB’da uygulanmıştır. Böylece, gelecekte belediyenin yapabileceği bisiklet yolu uygulamalarında, seçilecek güzergâhların kurulabilirlik ve güvenlik değerlendirmesi kolaylaştırılmış olacaktır. Cycling is accepted as an important mode of transport because of features like energy efficiency, being environment friendly and compatible with public transportation in discussions related sustainable transportation planning and especially concept of livable cities. It is accepted all over the world that there is a remarkable improvement in the traffic for both motor vehicles and public transportation with thanks to bicycle transportation. Besides, in traffic safety inspections, the cyclists seem to be in a more dangerous situation compared to the car drivers (WHO, 2009). It is necessary to decrease the threats faced by the cyclists and increase the use of bicycles. Therefore, safety of nonprotected road users (bicycle riders, pedestrians and motorcycle riders) has become more important than ever before. Interest in the use of bicycles as a common mode of transport in the European countries has also started to increase in our country and some research has been done concerning this issue. Yet, bicycle traffic safety-oriented details are very few in comparison with the other modes of transportation in our country. In order to popularize the secure bicycle use, principally the importance of bike paths and safe bike path design must be understood and applied properly by the transportation engineers and city planners. In this study, parameters affecting the bike path design have been researched and a survey involving these parameters has been carried out. Importance of effective parameters has been demonstrated by using the survey results. Within the context of the study, one of the multi-criteria decision support system, Analytic Hierarchy Process (AHP) has been used. The goal of the study has been thought to be making the selection of bicycle road routes to be implemented in the future not randomly but depending on parameters affecting the security. Accordingly, decision making problem has been specified at first and the literature has been reviewed related to the problem. According to data obtained from the literature, a survey which had been prepared in internet environment entitled “Şehiriçi Bisiklet Yolu ve Güzergâh Tasarımı: Isparta Örneği” was sent to bicycle users in Isparta. It has been tries to determine which road segments bike users use and which of the road geometric parameters and traffic volume values are important for them by the help of the questions in this survey. According to the data gathered from the survey, bike path route selection factors have been clarified. Comparison matrix between the factors obtained from the survey has been created by “Analytic Hierarchy Process (AHP)” method and calculations have been implemented in MATLAB. Thus, the implementation and safety assessment of the routes to be selected will be facilitated in bike path applications to be supported by the municipality in the future.
