Bu tez çalışmasında, ilk olarak çalışmada kullanılan uzman sistemler hakkında detaylı bir literatür çalışması yapılmıştır. Daha sonra ise bu çalışma bünyesinde uzman sistemin kullanıldığı uzaktan eğitim sisteminin ne olduğu ayrıntılı bir şekilde açıklanmıştır. Bu bağlamda, bir uzman sistem tasarlanmıştır. Bu sistemin amacı, kullanıcıların tercihlerine göre en uygun öğretim yönetim sisteminin (ÖYS)/sistemlerinin hangisi/hangileri olduğunun belirlenmesi ve bu öğretim yönetim sistemlerinin avantajlarının ve dezavantajlarının kullanıcıya sunulmasıdır. Bu bağlamda,10 adet açık kaynak öğretim yönetim sistemi 40 farklı kriter üzerinden ağırlıklandırma yöntemi kullanılarak değerlendirebilmektedir. Kullanıcıya değerlendirmesinde yardımcı olmak üzere hem PDF formatında bir doküman hem de excel tabanlı grafik sunulmaktadır. Örnek uygulamalardan elde edilen sonuçlar incelendiğinde seçilen kriter ve katsayıya göre en uygun ÖYS'nin değiştiği görülmektedir. Eldeki verilere göre, ÖYS seçimi için uzman sistem tasarlamanın ne kadar önemli ve gerekli olduğu görülmüştür. Bu çalışmada uzman sistem programı sadece 10 ÖYS ve 40 kriter üzerinden geliştirilmiştir. Kriter sayısı arttırılarak uzman sistemin verimliliği ve etkinliği arttırılabilir. Sadece açık kaynak tabanlı ÖYS'ler için yapılan bu sisteme lisanslı ÖYS'ler de eklenebilir. Bu sayede kullanıcılar için daha etkin bir program elde edilebilir. In this thesis study, firstly, a detailed literature study was conducted on the expert systems which was used in the study. Then, it is explained in detail what the distance education system in which the expert system is used is. In this context, an expert system is designed. The purpose of this system is to determine the most suitable learning management system / systems (LMS) according to the preferences of the users and to present the advantages and disadvantages of these learning management systems to the user. In this context, 10 open source learning management systems can be evaluated by using the weighting method over 40 different criteria. Both a PDF document and an excel-based chart are available to assist the user to evaluate the systems. When the results obtained from the sample applications are examined, it is seen that the most appropriate LMS changes according to the selected criteria and coefficients. According to the data available, it is seen how important and necessary to design expert system to choose the LMS. In this study, the expert system program was developed based on only 10 LMS and 40 criteria. The efficiency of the expert system can be advanced by increasing the number of criteria. In addition, licensed LMSs can be added to this system. In this way a more efficient program for the users can be obtained.
