Bazı kamu binaları veya konutlar stratejik ve ekonomik olarak önemli konumlardadır. Bu yapılar, askeri yapılar, haberleşme tesisleri, hastane, lojmanlar, değerli bir arsa üzerindeki kamu veya özel yapılar olabilir. Yıkılamayacak stratejik özelliklere sahip bu yapılar ile can güvenliği talebine karşı, yapıların güçlendirilmesinin son derece önemli olduğu bir döneme geçildiği düşünülmektedir. Şiddetli ve yıkıcı bir depremin verdiği zarar yapıların sadece ekonomik bir değer olmaktan çıkması ya da kullanılamaz olması ile sınırlı değildir. Meydana gelen zarar, yapıdaki can ve mal kaybının maddi ve manevi kaybı boyutu ile telafi edilemez değerlere ulaşabilmektedir. Böyle bir depremde, güçlendirme konusu Ülkemiz için bir anda ilk mesele olacağı düşünülmektedir. Gerek kamu gerekse özel sektör bir an önce yapıların güçlendirilmesi üzerinde yoğunlaşacak. Hızlı, ekonomik ve sağlam metotlar geliştirmeye ihtiyaç duyulacaktır. İnşaat mühendisliğinin ön plana çıkacağı bir dönemde, yapıların toplu ve hızlı maliyet analizlerin yapılması istenecek. Bunun için gerekli parametrelerin hızla toplanıp, hızla güçlendirme maliyet analizlerine yoğunlaşacağı düşünülmektedir. Bu çalışmada, güçlendirme yaklaşık maliyetine hızlı yaklaşım metodunun geliştirilmesi için öncelikle gerekli olan bilgiler belirlenmiştir. Bunlar; öncelikle mevcut binaların laboratuvar çalışmaları ve deprem performans analizleridir. İdecad programında 2007 deprem yönetmeliğine göre perde duvar ve mantolama yöntemi ile yapıların ekonomik güçlendirme projeleri hazırlanır. Bu projelerin güçlendirme yaklaşık maliyetleri hazırlanır. Yapının ana taşıyıcı çerçeve sistemini sağlamlaştıran beton, demir, kalıp, ankraj, epoksi gibi imalatlardır. Bu imalatlar ve güçlendirmeden kaynaklı elzem imalatların pozları üzerinden hesaplamalar yapılmıştır. Güçlendirme yaklaşık maliyetleri, yapıların yeniden yapım maliyeti ile kıyas yapıldı. Stratejik olarak önemli konumda olan ve güçlendirmenin mutlaka gerekebileceği yapılarda bu oran yüksekte olsa bu çalışmada yer verilmiştir. Güçlendirme maliyetine etki eden parametreler incelenmiştir. Bu parametrelerin, mevcut beton dayanımı, mevcut demir özellikleri, toplam kat adedi, m², zemin özellikleri olduğu görülmektedir. Elde edilen regresyon denklemiyle, hazırlanan güçlendirme projelerinin yaklaşık maliyetlerine yakın değerler elde edildi. Some public buildings or residences are strategically and economically important positions. These structures may be military buildings, communication facilities, hospitals, lodgings, public or private buildings on a valuable land. These structures with strategic features that can not be broken down with because of the safety claim, ıt is believed that a strengthening of the structures is extremely important a turning.The damage caused by a violent and devastating earthquake is not limited to the fact that the structures are merely an economic valueor can not be used. Damage to the square, the loss of life and property in the structure of material and spiritualloss can not be compensated by the size can reach. In such an earthquake, the strengthening issue is thought to be the first issue for our country. Both the public and the private sector will focus on strengthening the structures as soon as possible. Fast, economical and robust methods will need to be developed. Corporate and fast cost analyzes of structures will be required. Fast, economical and robust methods will need to be developed. The necessary parameters for this are collected quickly, ıt is thought to be focused on rapid reinforcement cost analysis. In this study, the information required primarily for the development of the rapid approximation method at the cost of strengthening was determined. These; Firstly laboratory studies of existing buildings and earthquake performance analyzes. In the İdecad program, economic strengthening projects of the structures are prepared by curtain wall and mantle method according to the 2007 earthquake regulations. Approximate costs of strengthening are prepared. They are concrete such as concrete, iron, mold, anchor, epoxy which reinforces the main carrier frame system. The calculations are made based on the exposures of these fabrics and of the main stays originating from strengthening. Strengthening approximate costs were compared to reconstruction costs of constructions. This work was included in this study if it is strategically important and that this rate is high in structures that reinforcement must absolutely require. The parameters affecting the cost of strengthening are examined. It is seen that the separameters are the existing concrete strength, existingiron properties, total floor adi, m², soil properties. With the obtained regression equation, values close to the approximate costs of the prepared strength projects were obtained.
