Osmanlı İmparatorluğunda Tanzimat'ın ilanından sonra maliye alanında yeni düzenlemeler yapıldı. Herkesin ticari gelirlerine göre tek bir vergi alınması için yeni kanunlar çıkarıldı. Halkın vergiye esas alınacak mal, emlak ve kazancının tespiti için yapılan yazımlar sonucu Temettuat defterleri hazırlandı. Başbakanlık Osmanlı Arşivinde kayıtlı bulunan temettuat defterleri ait oldukları yerleşim birimlerinin sosyal ve ekonomik yapıları hakkında önemli bilgiler vermektedir. Bizim çalışmamız 9918 numaralı Burdur Temettuat defterine göre 19. yüzyıl ortalarında Burdur'un sosyal ve ekonomik yapısının değerlendirilmesidir. "Temettuat Defterleri'ne Göre Burdur'un Sosyal ve Ekonomik Yapısı" adını taşıyan bu tez çalışmamız beş bölümden oluşmaktadır. Giriş bölümünde "Burdur şehrinin ilk çağlardan 19. yüzyıla kadar kısa tarihçesi" konusu ile çalışmamızda ana kaynak olan defterlerinin hazırlanmasının tarihi arka planını açıklayan "Osmanlı Devleti'nde tahrir çalışmaları ve Tanzimat Dönemi'nde mali alanda düzenlemeler" ele alınmıştır. Birinci bölümde şehrin sosyal yapısına ait nüfus bilgileri, meslekler ve sosyal müesseseler olarak vakıflar hakkında bilgi verilmiştir. İkinci bölümde şehrin iktisadi yapısını oluşturan gelir kaynakları ve dağılımına yer verilmiştir. Üçüncü bölümde ziraat hayatı ve hayvancılık konuları incelenmiştir. Dördüncü bölümde vergi çeşitleri ve vergi dağılımı açıklanmıştır. Tezimizin ana kaynağı temettuat defteri bilgileri konularına göre tasnif edilmiş ve tablolar halinde gösterilerek değerlendirmeler yapılmıştır.
After the declaration of the Beneficial Reforms, new regulations were held in the field of economy in the Ottoman Empire. New laws were legislated in order that every citizen should pay a single tax according to their commercial incomes. As a result of the fact that they recorded the goods, properties and profits the people possessed, specially designed notebooks called 'Temettuat Notebooks' were prepared. These previously recorded notebooks, which are kept in the Ottoman archives of the Prime Ministry, give us important information about the social and economic conditions of the towns they belonged to. In this study, the social and economic structure of Burdur in the middle of the 19th century has been studied according to the Burdur Temettuat Notebookno 9918. This thesis study, called 'the social and economic structure of Burdur according to the Temettuat Notebooks', consists of five parts. In the introduction, the brief history of Burdur from the early times to the 19th century, registration and financial regulations in the Beneficial Reforms Period, which explain the historical background of the preparations of these Temettuat Notebooks, the main source of our study, were studied. In the first part, the data on the population of the province, occupations of people and the activities of different social foundations have been given. In the second part, sources of income that form the economical structure and their distribution have been mentioned. In the third part, the agricultural life and the stock-breeding have been studied. In the fourth part, types of different taxes and tax distribution have been explained. The data on the Temettuat Notebooks which are the basic sources of this study have been classified, shown in charts and finally evaluated.
