Tarihten günümüze varolmuş bütün imparatorluk ve devletlere bakıldığında temel unsurlarının insan topluluğu, güç, toprak, zenginlik ve yönetim sistemi bağlamında etkileştiği görülür. Devlet ve imparatorlukların kuruluşundaki ilk unsur, dünyanın en tehlikeli silah olan insandır. Oluşan sistemin korunmasını ve gelişmesi yönünde desteklenmesini sağlamak için zamanına göre modern, güçlü ve büyük bir ordu oluşturulması gerekir. Bu, oluşturulacak ordu için bir kaynak yaratılması gerekliliğini doğurur. Ordunun büyüklüğü, ayrılacak kaynağın da büyük olmasına sebep olmaktadır. Bu nedenle günümüze kadar devletler bu alana ayrılacak kaynağın fazlalığı sebebiyle çeşitli yöntemlere başvurmuşlar, farklı sistemler denemişlerdir. Günümüzde de savunma harcamaları devlet bütçelerinden aldıkları payda en üst seviyelerdedir. Bütçedeki bu kalemin fazlalığı diğer kalemlerde problemlere sebep olmaktadır. Bir ülke için savunmanın vazgeçilmez bir unsur olması, hele ki ülkemizin sahip olduğu konumda, eğitim, sağlık, altyapı ve diğer alanlardaki yatırımlara daha az kaynak ayrılmasını zorunlu kılmaktadır. Tüm bu sebeplerden dolayı devletler askeri harcamalarını bir düzene sokmak için farklı sistemler, yapılanmalar ve günümüzde teknolojiler denemektedir. Savunmaya ayrılan kaynaktan optimum faydanın sağlanması için kaynağın kullanılmasında bilimsel veriler kullanılmakta, yerli savunma sanayinin geliştirilmesine, savunma örgütlerine, ittifaklara girerek yada ikili anlaşmalar yoluyla güvenliğin sağlanması hedeflenmektedir. Bu şekilde savunma harcamalarında tasarruf yapılmaya çalışılmaktadır. Bu çalışmada savunma harcamalarının bir ülke ekonomisindeki yerini ve önemini vurgulamak ve açıklayıcı olmak için öncelikle kamu harcamaları üzerinde durulmuştur. Müteakiben savunma hizmeti ve savunma harcamalarının kapsamı, özelliği ve önemi ile savunma hizmetinin sağlanmasına yönelik izlenen yollar açıklanmıştır. Bunun içerisinde ülkemizin izlediği yolları, içinde bulunduğu birliktelikleri, jeopolitik, jeostratejik ve ekostratejik önemini ve gelecekte savunma hizmetlerinin ve savunma harcamalarının alacağı şekli açıklanmaya çalışılmıştır. Bu çalışmadaki veri ve tablo bilgileri hariç hiçbir açıklama ve bilgi herhangi bir kurum ya da kuruluşun görüşü olmayıp sadece kişisel görüş ve değerlendirilmelerdir. Considering all the empires and the states in history we can conclude that the basic elements have been effective in the context of community ,power, land, prosperity and administrative system. The first and the most important element in the foundation of states and empires have been the human which is the most dangerous weapon.To protect the system itself and to support the development of the system, it necessitates constituting a modern , powerful and large(big) army. It also necessitates creating a good budget. The size of the army effects the size of the budget . Till today the states have been applying different process' and trying different systems in order to adjust their budgets. Today the ratio of defence expenditures in the state budgets are extremely high. This causes problems in other expenditure fields. Since the national defence is indispensable to the survival of a state-especially our own country-the ratio of other expenditures such as education, sanitary, infrastructure etc. are unfortunately getting lower. For this above reason and changing security concepts, states have been using different systems, structures and new tecnologies in order to balance their budgets. Using scientific data, developing national defence industry and creating an effective defence system by alliances and bilateral aggrements are some of the steps taken to economize and obtain the optimum advantage from the defence expenditures ratio of the budget. Firstly, in order to emphasize and explain the importance and place of the defence expenditures in a state's economy public expenditures were taken into account. Secondly, the importance, the features and the contents of the defence service and defence expenditures and ways of sustaining a good defence service were explained. Finally, what paths our country follow, the unions or associates or organisations our country take part in, its geopolitic, geostrategic and ecostrategic importance and howthe defence service and defence expenditures will be inthe future were tried to explain.
