Günümüzde, Küçük ve Orta Büyüklükteki İşletmeler gerek sayı gerekse özellikleri bakımından dünya ekonomisinde önemli bir yere sahiptir. Buna bağlı olarak çalışmada, Türkiye ve dünya açısından KOBİ'lerle ilgili genel bilgilere yer verilmiştir. Çalışmada Türkiye'nin Ulusal KOBİ Politikası, mevcut mevzuat ve uygulama araçları kapsamında incelenmiştir. Günümüzde Türkiye'nin Avrupa Birliği ile ilişkileri göz önünde tutularak, Avrupa Birliği'nin KOBİ Politikalarına ve buna bağlı olarak Birlik üyeleri ile Türkiye'deki KOBİ'lere yönelik sunduğu destekler dikkate alınmıştır. Dünyadaki teknolojik gelişmelerin önemli sonuçları nedeni ile çalışmada, Türkiye'nin Ulusal Teknoloji Politikası'nın tarihi gelişimine, politika araçlarına ve KOBİ'lere sağlanan teşviklere değinilmiştir. Türkiye'de Ulusal KOBİ ve Teknoloji Politikaları dikkate alınarak üniversite-sanayi işbirliği ve bölgesel kalkınma stratejisi çerçevesinde Teknoloji Geliştirme Bölgeleri uygulaması mevcuttur. Çalışmada, Teknoloji Geliştirme Bölgeleri'nin dünya ve Türkiye'deki uygulamalarına değinilmiştir. NUTS2 TR61 düzeyi KOBİ'lere uygulanan anket çalışmasının amacı, anketi yanıtlayan işletmelerin teknolojik farkındalıklarını belirlemek ve Teknoloji Geliştirme Bölgeleri'ne karşı tutumlarını bölgesel düzeyde ortaya koymaktır. Small and Medium Sized Enterprises are very important with their numbers and characteristics for the world economy. In this context, first section of this thesis contains the general information about SMEs in Turkey together with the world. However, Turkey's National SMEs Policies are examined in terms of current practice tools and legislation. At the same time, the staff of European Union (EU) for SME Policies are considered in this section. Because of important consequences of the technological develpoments, in this study, Turkey's National Technology Policies are examined in terms of historical change, policy tools and SME supports. University-Industry Cooperation and Regional Development Strategy are examined within Turkey's National SME and Technology Policies in the third section. Some of the most important Technology Development Regions both Turkey and world are given as an example. The final section contains the results of questionnaire with some graphs and tables for each question. In this process, attitudes of SME's within NUTS Level 2 TR61 Region (Antalya, Isparta, Burdur) are determined.
