Bu tezin amacı, 11 Eylül 2001 tarihinde Amerika Birleşik Devletleri'nde meydana gelen saldırılar sonrası, varlığı tüm dünyada tekrar hissedilen terör kavramının, geçmişte olduğu gibi gelecekte de toplum hayatını etkileyecek küresel (uluslararası) boyutta tehlikeli bir eylem olduğunu ortaya koymaktır. Küresel terörün sadece belirli devletleri hedef alması ve bu devletlerle sınırlı kalması artık günümüzde söz konusu değildir. Bu kapsamda eylemlerinin sayısında ve şiddetinde artış gösteren küresel terör faaliyetleri dünyanın her yerinde beklenir hale gelmiştir. ABD'deki bu terör saldırıları dünyanın birçok ülkesini olduğu gibi, bölgesinde lider ve örnek bir ülke olarak kabul edilen laik, demokratik, hukuk devleti olan ve terörle yıllardır mücadele etmekte olan Türkiye Cumhuriyeti'ni de etkilenmiştir. Bu çalışmada öncelikle terörün tanımı, tarihi gelişimi, çeşitleri, nitelikleri, uluslararası antlaşmalardaki yeri incelenmiştir. Daha sonra terörün kamuya olan etkisi kamu, medya, terör ilişkisi göz önünde bulundurularak analiz edilmiştir. Küresel terörün Türkiye'ye etkileri, Türkiye'nin terörle mücadelede kat ettiği yol ve bu mücadelede daha da yapması gerekenler kavramsal düzeyde belirtilmeye çalışılmıştır. Jeopolitik konumu ve deneyimleri ile uluslararası sistemde etkili bir potansiyele sahip olan Türkiye, terörden dolayı büyük kayıplara uğramış bir ülke olarak, günümüzde etkisini sürdüren küresel terörle mücadelede de milli menfaatlerini en iyi şekilde koruyabilecek politikalar geliştirmek zorundadır. 11 Eylül sonrası değişen küresel terör ve onun Türkiye'ye etkilerini anlatmaya çalıştığım çalışma bu hususları içermektedir. The aim of this thesis is to define that terror is a global menace which will affect public, after 9/11 terrorist attacks in the USA. It cannot be mentioned that global terrorism will aim specific countries and will be limited just in them. In this respect, it is expected that the terrorist activities will increase in terms of quantity and violence. The terrorist attacks in the USA affected Turkish Republic which has a prolonged struggle against terrorism , and considered as a secular, democratic, the leader and model state of her region. In this thesis first of all studied the explanation of terror, and then historical evaluation, types, specifications and the place of it in the international treaties. Afterwards considering the relation between public, media and terror it was analyzed the affect of terrorism over public. It was tried to explain the affect of global terrorism over Turkey, and the things that had been done and must be done by Turkey in the struggle against terrorism. Turkey, which has effective potential in the international system due to her geopolitical position and experience, as being a country which has suffered a lot because of terrorism , must evaluate policies that will protect her benefits in the struggle against terrorism. This study contains the changing form of global terror post 9/11 and its effects over Turkey.
