1970'li yıllarda çevresel değerlerin korunmasına yönelik olarak filizlenmeye başlayan yönetimsel ve toplumsal hareketler, 1980'ler sonrası gerek dünyada, gerekse ülkemizdeki konjonktürel değişimler neticesinde, sivil toplum örgütleri tarafından sahiplenilerek ülke gündemlerine taşınmıştır. Bu çalışma esas olarak Türkiye'de çevre ve ormancılık alanlarında faaliyet gösteren sivil toplum kuruluşlarının, yapıları ve karşılaştıkları sorunların tespit edilerek, çevre ve ormancılık politikalarındaki rolünün belirlenmesine yönelik bir değerlendirmeyi içermektedir. Uluslararası gelişmeler ışığında şekillenen çevre ve ormancılık politikalarının, yönetime katılım yollarının ülkemizde nasıl bir gelişim çizgisi izlediğinin belirlenmesi amacıyla uluslararası etkinlikler, kalkınma planları incelenmiştir. Çalışmanın odak noktasını oluşturan Sivil toplum kuruluşlarının çevre ve ormancılık alanlarındaki yerini belirleyebilmek için sivil toplum kuruluşlarının; çevre ve ormancılık sorunlarına yaklaşımları, örgüt yapıları, karşılaştıkları sorunlar kendi bakış açılarıyla belirlenmeye çalışılmıştır. Çalışma sonucunda ülkemizde halen emekleme dönemini yaşayan sivil toplum kuruluşlarının özellikle mali yetersizlikler, gönüllü katılım azlığı ve kamu kurumlarının ilgisizliğini ortadan kaldırabilirlerse, toplumun tüm kesimlerinin yer alması gereken çevre ve ormancılık politikalarında ana aktörlerden birisi halini alacağı sonucuna ulaşılmıştır. Administrative and social actions aimed to preserve environmental values that started to develop in the 1970's were transperred to the country's agenda after 1980's being considered as their own issued by non-governmental organizations as a result oh having economic and social changes that have taken place both in the world and in our country. This study basically consists of an evaluation to determine the rolled of non-governmental society organizations acting in the environmental and forestry policies according to their structures and difficulties that they faced. International activities and development plans have been studied to determine how the environmental and forestry policies formed under the guidance of international progress and the ways of participation in the administration in our country. The focus of this study is to determine the place of non-governmental organizations in the environmental and forestry areas, for this objective, non-governmental organizations; approaching the environment and forestry problems, structure of the organizations and difficulties that appeared. At the end of this study, we came to the conclusion that; if non-governmental organizations which are in the early stages of their development can manage to overcome especially the difficulties of financial in sufficencies and involuntary participation of people and insufficient interest of governmental institutions, they can become important actors in the environmental and forestry policy areas where all sections of society should participate.
