Performans değerlendirme modern insan kaynakları politikasının en önemli araçlarından biridir. Gerek kamu sektörü gerekse özel sektörde personelin değerlendirilmesi, hem personel açısından hem de örgüt açısından büyük öneme sahip yönetsel bir işlemdir. Bugün kurumsallaşmış hemen her işletmede performans değerlendirme sistemleri kullanılmaktadır. Bununla birlikte her işletmede performans değerlendirme için farklı sistemler uygulanmaktadır. Özellikle kamu işletmelerinde sicil değerlendirme, performans değerlendirmenin farklı bir yöntemi olarak karşımıza çıkmaktadır. Türkiye'deki aşırı merkeziyetçi anlayış, kamu kurumlarının hemen hemen tamamında aynı tip performans değerlendirme sisteminin uygulanmasına neden olmuştur. Değişen çevresel koşullar ve buna bağlı olarak kamu kuruluşlarında yerleşmeye başlayan özel sektör mantığıyla yönetim anlayışı, diğer yönetsel faaliyetlerde olduğu gibi performans değerlendirmesi sürecinde de daha çağdaş ve insanı merkeze alan yöntemlerin kullanılması sonucunu beraberinde getirecektir. Bu çalışmayı yapmaktaki başlıca amaç Türk kamu kurum ve kuruluşlarında uygulanmakta olan performans değerlendirme sisteminin geliştirilerek, modern yönetim yaklaşımlarına dayalı uluslararası standartlara ulaştırılabilmesi için örnek bir model oluşturmaktır. Emniyet Teşkilatı, faaliyet alanı itibariyle Türkiye'deki kamu kuruluşlarının en önemlilerindendir. Emniyet Teşkilatı güvenlik hizmetini hiyerarşik teşkilat yapılanması ile birbirinden farklı birimleriyle yerine getirmektedir. Bu hiyerarşik yapılanmadan dolayı çalışmanın Emniyet Teşkilatı bünyesinde yapılması düşünülmüş ve Isparta İl Emniyet Müdürlüğü'nün de olur vermesiyle çalışma yapılmıştır. Çalışmanın ilk basamağında yıllardan beri kamu kurumlarında kullanılmakta olan mevcut performans değerlendirme sistemindeki eksiklikler tespit edilmiştir. Elde edilen sonuçlar uyarınca, kamu personel yönetiminde performans değerlendirme sisteminin etkinliğini ve verimliliğini artıran ve çağdaş insan kaynakları düşüncesine uyan bir model geliştirilmiştir. Performance evaluation is one of the important tools of modern human resource policies. The evaluation of the employees in public and private sector is an important managerial process both for the employee himself and the organization itself. Today performance evaluation systems, which vary according to every organization, are used in every organization that has been instituonalized. The employment record, for example, is a different method of performance evaluation in the public sector. The centralist structure in Turkey leads all public organizations to use the same performance systems. However the changing environmental circumstances and also the changing management styles in the public sector influence the managerial activities as well as the performance systems used by the public organizations. As a result the evaluation systems will be converted to contemporary and more employee-focused ones. The main reason of this study is to create a model of performance evaluation system according to international standards based on the modern management approaches in order to improve the existing systems used by the Turkish public offices. The Turkish Police Department, considering it's field of activity, is one of the most important public offices in Turkey. The organizational structure is hierarchical which leads the Police Department to serve it's security service along various departments. Because of its structure this study is chosen to be done in Isparta Police Department. In the first step of this study the existing performance evaluation system that has been used for the years have been examined and the deficiencies have been determined. According to the results a model that matches with the modern human resources mentality is created which is able to increase the productivity and the effectiveness of the public personnel's performance evaluation systems.
