Bir ülkede izlenen maliye politikasının fayda ve maliyetleri toplumda bireyler arasında başlıca iki şekilde dağıtılabilir. Birincisi, "kamu harcamaları" yoluyla olanıdır ki, bu görülebilir bir mekanizmadır. İkincisi, "vergi sistemi" ile olup, daha az görülebilen fakat eşit öneme sahip, kamu hizmetleri finansman yükünün yeniden dağılımını sağlayan vergi harcamaları (ayrıcalıkları) şeklinde olanıdır. Vergi harcaması kavramı ile ilgili en önemli sorun kavramın tanımlanmasıdır. Vergi harcamaları, "standart vergi yapısından sapma gösteren ayrıcalıklı vergi hükümleri" olarak nitelendirildiğinde standart vergi yapısının nelerden oluştuğu, bu standart vergi yapısından sapma gösteren ayrıcalıklı hükümlerin neler olduğu ve ayrıcalıklı hükümlerden hangilerinin vergi harcaması olduğu konusunda genel bir uzlaşma bulunmamaktadır. Her ülke kendine has bir vergi harcaması anlayışı ve uygulaması geliştirmektedir. Vergi harcamaları, mali nitelik taşımayan ekonomik, sosyal ve siyasal amaçlar için her mükellefe uygulanmayan sadece bazı özel şartlara sahip mükellef ve faaliyetleri desteklemek ve teşvik etmek gayesiyle, vergi sisteminin işleyişi bakımından olmazsa olmaz unsurlarını düzenleyen standart vergi yapısı hükümlerinden sapma gösteren ve olmamaları halinde verginin varlığı ve uygulanmasını engellemeyen ayrıcalıklı vergi düzenlemeleri ile gerçekleştirilen vergi desteği şeklindeki kamu harcamasıdır. Vergi harcamaları; vergi sistemi aracılığı ile yapılan bir tür kamu harcaması olarak tanımlandığında, devletin vergi harcaması bütçelerini geliştirmesi gerekmektedir. Bir ülkede vergi harcaması analizi için önce vergi harcaması analizlerine konu olacak vergilerin belirlenmesi, daha sonra vergi harcaması olarak tanımlanan ayrıcalıkların sınıflandırılması ve son aşamada da vergi harcaması tahminlerinin sunulması gerekmektedir. The benefits and costs of the fiscal policy which follows in a country can be distributed mainly in two ways between the individuals in the community. Firstly by public expenditures that this mechanism can be seen. Secondly by tax system that can be seen lesser but it is tax expenditures which provide redistribution of finance load of public services. The most important problem concerning tax expenditure concept is to make definition of it. When tax expenditures qualified as concessive tax provisions that show drift from standard tax structure, a general accordance can not be found concerning what is composed of standard tax structure, what are the concessive provisions that show drift from standard tax structure, which concessive provisions are the tax expenditure. Every country improves its own tax expenditure concept and application. Tax expenditure is the public expenditure which does not apply to every tax-payer for non-fiscal natured economic, social and political purposes, and in order to support and encourage the activities and tax payers having special clauses, arranges the sine qua non factors in operating the tax system, shows drift from the standard tax structure provisions and if it does not exist then it is executed as tax support with concessive tax arrangements which do not bar the existance and application of the tax. When the tax expenditures define as a kind of public expenditure which is made by tax system, the government should improve their tax expenditure budgets. For analysing the tax expenditure in a country, firstly the taxes which will be handled in the tax expenditure analyses should be determined, then concessions which define as tax expenditures should be classified.
