Bu çalışma Türkiye'de Sağlık Bakanlığı'na bağlı devlet hastanelerinin etkinlik seviyeleri belirlemek ve bilgi sistemlerinin performansa etkilerini tespit etmek amacıyla yapılmıştır. Çalışmaya büyük ameliyat yapılabilen yüz yatak ve üzerinde yatak ile en az elli uzman hekim kapasitesine sahip 41 küçük, 39 büyük olmak üzere toplam 80 hastane dahil edilmiştir. Hastanelerin etkinlik düzeyini belirleme yöntemi olarak Veri Zarflama Analizi (VZA) tekniğinden yararlanılmıştır. Girdi ve çıktı değişkenleri, hastanelerin 2006-2007-2008 ve 2009 yılı verilerinin ortalamasından derlenmiştir. VZA yöntemiyle toplam etkinlik (CRS), teknik etkinlik (VRS) ve ölçek etkinliği olmak üzere üç farklı etkinlik skoru hesap edilmiştir. Hastanelerin sahip oldukları bilgi sistemleri ve bilgi işlem hizmet alım giderleri bilgisi Sağlık Bakanlığı' nın resmi verilerinde derlenmiştir. Bilgi sistemlerinin performansı üzerindeki etkisini belirlemek amacıyla bağımsız gruplar arası t testi, Mann Whitney U testi, korelasyon ve regresyon analizi yöntemleri kullanılmıştır. Çalışmanın bulgularına göre; Türkiye'deki devlet hastanelerinin büyük çoğunluğunun etkin olarak çalıştığı, büyük ölçekli hastanelerin küçüklere göre daha da etkin olduğu tespit edilmiştir. Araştırmada elde edilen bulgular; bilgi işlem yatırımları ile etkinlik skorları arasında dolaylı olarak pozitif yönlü bir ilişki olduğunu ve bilgi sistemlerine sahip olan devlet hastanelerinin etkinlik değerleri ortalamalarının diğerlerine göre daha yüksek olduğunu göstermektedir. This study was carried out in order to assess efficiency of the state hospitals under the command of Ministry of Health and the effect of information systems on performance. The research included 41 small and 39 big hospitals which have at least one hundred bed capacity and have at least fifty expert doctor capacity and in which big operations can be performed. In order to assess the efficiency of the hospitals Data Envelopment Analysis technique was made use of. Input and output variables were compiled from the means of the hospitals datum in 2006-2007-2008 and 2009. With Data Envelopment technique total efficiency (CRS), technical efficiency (VRS) and scale efficiency scores were calculated. The information systems possessed by hospitals and purchase expenses for information systems information were compiled from official datum of Ministry of Health. In order to assess the effect of information systems on performance independent samples t test, Mann Whitney U test, correlation and regression analysis were made use of. According to the findings of the study; it was determined that most of the state hospitals in Turkey operate efficiently and big hospitals operate more efficiently than small ones. The findings of the study also showed that there is an indirect positive correlation between expenditures for purchasing information systems and efficiency scores and the hospitals which have information systems have higher efficiency mean scores than other ones.
