Günümüzde artan liberalleşme eğilimine paralel olarak birçok belediye hizmet sunumunda özel sektör yöntemlerini tercih etmektedir. Bununla birlikte; uygulamadan kaynaklanan ciddi sorunların varlığı gözden kaçmamaktadır. Bu araştırmada, özel sektör alternatifleri farklı yönleriyle analiz edilerek, belediye hizmetlerinin sunumunda model olma yeterliliği üzerinde durulmaktadır. Bu amaçla Antalya Büyükşehir, Isparta ve Burdur Bölgesi'nde belediye hizmetlerinden yararlanan vatandaşlar ile hizmet sunumunda görevli personel ve belediye yöneticileri olmak üzere üç hedef gruba anketler uygulanmakta ve elde edilen veriler istatistiksel yöntemlerle analiz edilmektedir. Araştırma sonunda belediye hizmetlerinin sunumuna ilişkin ulaşılan bulgular şunlardır: Birincisi; Türkiye'de, belediye hizmetlerinin sunumunda genel olarak ihale, imtiyaz, kiralama, şirketleşme ve yap-islet-devret modeli gibi özel sektör yöntemleri tercih edilmektedir. İkincisi; hizmetin özel sektör ya da belediye örgütünce sunulması yararlanıcı memnuniyetini etkilememekte; vatandaşlar hizmetin kim tarafından sunulduğundan daha ziyade beklentilerinin karşılanıp karşılanmadığına bakmaktadır. Üçüncüsü; belediye hizmetlerini sunan özel sektör personelinin, sendikal örgütlenme düzeyinin son derece sınırlı olduğu; iş güvencesi ve çalışma koşulları açısından ciddi memnuniyetsizlik içerisinde bulunduğu anlaşılmaktadır. Dördüncüsü; belediye yöneticileri, hizmetlerin özel sektöre devrine gerekçe olarak kadrolu personel yetersizliği yanında; kaynakların daha etkin ve verimli kullanılması, hizmetlerin daha hızlı ve düşük maliyetle sunulmasını göstermektedir. Diğer taraftan çöplerin toplanması, genel temizlik, vektörel mücadele, rekreasyon alanlarının bakımı, halk otobüsü yolcu tasıma ve otopark hizmetlerinin ihale yöntemi; itfaiye, zabıta, su sayaçlarının okunması, şebeke suyu sağlanması hizmetlerinin belediye personeli tarafından sunulması gerektiğini düşünmektedir. Sonuç olarak firmalar arası rekabet ve özel sektörün dinamizmi sayesinde hizmetlerin özel sektör yöntemleriyle daha ucuz ve etkili şekilde sunulması mümkün olabilmektedir. Ancak belediye hizmetlerinin özel sektöre devri işlemlerinin öncesi ve sonrasıyla çok iyi yönetilmesi gerekmektedir. Hizmet sunum yöntemi, belediyenin stratejik önceliklerine göre belirlenmeli ve devredilen hizmet sürekli denetlenmelidir. Parralel to the liberalization trend in today's world, many municipalities are opting for private sector methods in providing services. Nevertheless, it is obvious that serious problems come about due to implementation of these methods. In this research, the researcher anaylzes private sector alternatives from different aspects and focuses on whether these alternatives are adequate to become a model in providing municipality services. To this end, several questionnaires are given to people in three target groups in Antalya Metropolitan, Isparta and Burdur municipalities namely, citizens who benefit from municipality services, municipality staff and administrators who are responsible for providing those services; and the findings are analyzed by using statistical methods. Below are the findings about provision of municipality of services; First, private sector models such as contracting out, compensation, leasing, incorporation and build-operate-transfer are generally preferred in Turkey in providing municipality services. Second, the satisfaction level of citizens benefting from these services is not affected by whether the private sector or the municipality provides them or not; citizens are more concerned with whether their needs are met or not rather than who provides the services. Third, the rate of syndical organisation of the workers within the private sector providing municipality services is very low; they are seriously dissatisfied with their job security and working conditions. Fourth, municipality administrators state that the reasons why they get private sector to provide municipality services are lack of permanent staff, using resources effectively and productively and providing services more efficiently and with lower costs. On the other hand, municipality administrators think that the methods of services such as garbage collection, general cleaning, vectorial combat, maintanence of recreational areas, public transportation and car parking services should be provided by organizing tender biddings; and firefigthing, municipal police services, reading water meters and providing running water should be carried out by municipality staff. To sum up, thanks to the competition between companies and the dynamism private sector brings in, private sector methods make it possible to provide municipal services cheaper and more effective. However, the pre- and post-trasfer of the municipal services to private sector should be managed very well. The method of service provision should be determined according to the strategic priorities of the municipality and these services that are taken on by the private sector should be inspected continually.
