Çalışmanın ilk bölümünde yeni liberalizmin ve yeni kamu yönetimi anlayışının; geleneksel kamu yönetimini ve kamu hizmetlerini ve bu çerçevede sağlık hizmetlerinin sunumunu nasıl değiştirdiği ele alınmıştır. İkinci bölümde sağlık hizmetlerinin sınıflandırılması, devletin sağlık hizmetlerinin sunumunda aldığı role göre sağlık sistemlerinin nasıl organize edildiği incelenmiş ve dünya ülkelerinden seçilen örnekler çerçevesinde sağlık hizmetlerinin finansman modelleri ve birinci basamak sağlık hizmetlerini sunumları değerlendirilmiştir. Üçüncü bölümde, Cumhuriyetin ilanından günümüze kadarki süreçte Türkiye'de sağlık hizmetlerinin gelişim çizgisi ve sağlık hizmetlerinin sunumunda yaşanan dönüşümler ele alınmış, Sağlıkta Donuşum Programı değerlendirilmiş, birinci basamak sağlık hizmetlerinde yeni bir uygulama olan aile hekimliği modelinin ülkemizdeki gelişim sureci incelenerek kuramsal çerçeve tamamlanmıştır. Çalışmanın dördüncü bölümünde Temmuz-Aralık 2009 ayları arasında Isparta ve Burdur il merkezlerinde görev yapan aile hekimleri ile yüz yüze görüşmelerden elde edilen araştırma bulguları değerlendirilmiştir. Çalışmanın son bölümünde ise, yeni liberal anlayış doğrultusunda Türkiye'de sağlık hizmetlerinin sunumunda yaşanan donuşum ve aile hekimliği sisteminin ele alındığı genel bir değerlendirme yapılmış, bu bağlamda sonuç ve öneriler sunulmuştur. In the first part of the study, it was treated that how the neo- iberalism and the new public management approach changed the traditional public administration, the public services and the presentation of health services in that framework. In the second part, the classification of the health services, how the health systems organized according to the role of the government taken at the presentation of health services were treated and the presentation of the primary health care services and the financing models were evaluated according to the samples choosen from the whole world countries. In the third section, development lines of health services in Turkey in the process from the declaration of the republic till the present date and the transformations in the health services are taken up, Health Transformation Program has been evaluated, by examining the development process of family medicine model in our country, which is a new application in primary health services, the theoretical framework has been completed. ,In the fourth section of the study research findings which are obtained from the face to face meetings between July to December 2009 with the family physicians who work in Isparta and Burdur province centers, were evaluated. In the last part of the study, the transformation in the presentation of health services in Turkey according to the new liberal approach and family medicine system have been considered in a general evaluation, conclusions and recommendations are presented in this context.
