Daha sonra zirai faaliyetlerini belirli bir sistematiğe yerleştirerek bu alanda uzmanlaşma sürecine girmiştir.Günümüzün sanayileşen toplumlarında bile zirai faaliyetlere azımsanmayacak derecede önem verilmesi, aslında tarımın tüm dönemler boyunca önemini kaybetmediğini açıkça göstermektedir. Hiçbir devlet sanayileşmesini tamamladıktan sonra dahi tarımla uğraşmaktan vazgeçmemiş, aksine ileri teknolojik araçları kullanarak tarımdan mümkün olan en yüksek derecede verim almayı amaçlamıştır. Nitekim bugün dahi tarımın önemi göz ardı edilemeyecek kadar büyük iken 15. ve 16. yüzyıllarda gücünden ve ihtişamından tartışılmaz surette söz ettiren Osmanlı Devleti'nde de bu iktisadi faaliyet kolunun adeta bir devlet politikası haline gelmesi büyük bir anlam ifade etmektedir. Nitekim Osmanlı Devleti'nin kurulduğu yıldan itibaren tarımsal faaliyetlerin gerçekleştirileceği toprağın mülkiyet hakkını bizzat kendi uhdesinde bulundurması, zirai faaliyetlerin devlet gözetiminde yapılması sürecinin bir başlangıcı olmuştur. Yine devletin, toprağı işleme hususunda köylüye birtakım mükellefiyetler yüklemesi de toprak hukukuna dayalı bir anlayışı kabul ettiğini açıkça göstermektedir. Öyle ki; 16. yüzyılda Osmanlı Devleti'ndeki nüfusun % 90'a yakın bir bölümünün kırsal alanda meskûn olması, devletin toprak hukukuna dayalı bir felsefeyi uygulamada haklı olduğunu göstermektedir.Osmanlı Devleti, köylünün tarım faaliyetlerinde yetiştirdikleri ürünler için üst limit koymamış, sadece ileride herhangi bir yiyecek sıkıntısı yaşanmaması için ve nakit para politikasının gelişmediği bir dönemde devletin mali dengesinin bozulmaması amacıyla yetiştirilen ürüne alt limit miktarı belirlenmiş ve köylünün bu standart üzerindeki üretimine asla müdahale edilmemiştir. Böylece devletin toprağında ırsi bir kiracı olarak çalışan köylü, devletin kendisinden istediği miktarı devlete ödeyerek, geri kalan bölümünü istediği gibi değerlendirebilme salahiyetine sahip olmuştur.Osmanlı Devleti'nin klasik döneminde (1300-1600), disiplinli bir tarım politikası uygulanarak hem devletin hem de reayanın üretim kaynaklı bir gelir kaybına uğraması asla istenmemiştir. Bu aslında devletin tarım politikasındaki temel prensip olmuştur. Yine toprakların, verimlilik durumuna göre çeşitli türlere ayrılması, her yörenin toprak verimlilik durumu farklı olduğundan bu yörelere ait bir standart tohum ölçü biriminin belirlenmesi, toprağın sulama, tohumlama, gübreleme ve nadas faaliyetlerinin birtakım kurallara bağlanması, buğday üretimine birincil derecede öncelik verilmesi gibi hususiyetler, klasik dönem Osmanlı Devleti'nin tarım temelli bir politikaya önem verdiğini gösteren uygulamalardır.
