Üç hükümetin görev yaptığı dönemde Milli Şef ilan edilen İsmet İnönü'nün etkisi yoğunluktadır. 1939-1945 yılları arasında hükümetin basına bakışı hükümet-basın ilişkisini şekillendirmiştir. Hükümet basını, bir iktidar kuvveti, iktidarın icraatlarını desteklemesi gereken bir kurum olarak görmüştür. İncelenen dönemde hükümet savaş öncesi ve savaş sırasında çıkardığı yasalarla basını güdümüne almayı çalışmış; savaş sırasında bu yasalardan sıkça yararlanarak muhalif basın organlarını kontrol altında tutmaya çalışmıştır. Hükümet, savaşın gidişatına göre politika izlemiş, izlenen politikalar doğrultusunda basını gazeteci-milletvekilleri ve talimatları ile yönlendirmeye çalışmıştır. İkinci Dünya Savaşı sırasında Türkiye.de basına direkt sansür uygulanmamıştır. Gazeteler yayın öncesi incelenmeye tabi tutulmamış, fakat muhalif yayın yapanlar kapatılarak cezalandırılmışlardır. 1944 yılına gelindiğinde Müttefik güçlerin savaşı kazanacağının anlaşılması üzerine hükümet daha demokratik yönde yaklaşım göstermiş, bu da muhalif seslerin artmasına neden olmuştur. Bu tarihten itibaren hükümetin politikalarını ve rejimi eleştiren yayınları basında sık sık görmek mümkündür.

Between the years 1939 and 1945, the government.s concept about the press shaped the government-press relations. The government considered the press as a component of the rulership and an institution to support its operations. The government tried to control the press by means of the laws legislated during the pre-war and war periods and it was also in the effort to keep the opposition press under control by making use of those laws through the period analyzed in the present study. The government applied policies in accordance with the developments in the war and it tried to lead the press by means of ministers who were journalists at the same time and instructions in line with the policies mentioned above. Turkish government didn.t apply censorship to the press directly during World War II. Newspapers weren.t examined before being released, but the institutions whose publications were against the government were punished with being closed. Since it was estimated that Allied Forces would win the war in 1944, the government showed a more democratic approach and that gave a rise to an increase in the groups in opposition with the government.
