Çalışma, kent yoksulluğu ile mücadele sürecinde, yoksullukla başa çıkabilmek için yerel birimlerin sorumluluk alanlarını ortaya koymaya çalışmakla birlikte, sosyal devlet bilincinden uzaklaşmaya başlayan devletin sorumluluktan kaçamayacağını vurgulamayı amaçlamaktadır. Bu amaç doğrultusunda, örneklem olarak seçmiş olduğumuz Kırıkkale Belediyesi'nde niceleyici araştırma yöntemiyle hazırlanan anket eşliğinde yüz yüze görüşmeler yapılmıştır. Görüşme sürecinde 92 kişinin cevapları kullanılarak değerlendirme kapsamına alınmıştır. Bu değerlendirmeler neticesinde araştırmamızın varsayımları ve bunları belirleyen değişkenlerin sınanması hipotezimizi oluşturmamızı sağlamıştır. Bu kapsamda, çalışmanın ilk bölümü yoksullukla ilgili genel kavramlar, yoksulluğun ulusal ve uluslararası alanda görünümü ve yoksullukla mücadele stratejilerinden bahsetmektedir. İkinci bölümde, sosyal devlet tanımından yola çıkılarak, ekonomik, siyasal ve sosyal alanda gelişim neticesinde sosyal politika ve refah devleti anlayışındaki değişimlere değinilmiştir. Ülkemizde dönemsel olarak sosyal devletin gelişimi ve değişimine, sosyal hizmet ve yardım alanında devletin kurumsal gelişimine yer verilmiştir. Üçüncü bölümde ise devletin değişen rolüyle birlikte sosyal yardım ve hizmetler alanında görev, yetki ve sorumluluğu devrettiği ve kent yönetimi içinde önemli bir yeri olan belediyelerin bu konudaki sorumluluk alanları açıklanmaya çalışılmıştır. Ayrıca bu hizmetler yürütülürken .sosyal belediyecilik. anlayışının kapsamı, işlevleri, ulusal anlamda yerel yönetim uygulamalarına değinilmiştir. Araştırmanın bulguları doğrultusunda, örnek olarak seçtiğimiz Kırıkkale Belediyesi'nden yola çıkılarak belediyelerin yapmış oldukları sosyal yardım ve hizmetler kurumsal bir nitelik kazanmamasından dolayı oldukça sorunlu bir alanı oluşturmaktadır. Yapılan yardımlar vatandaşın yoksulluğunu gideremediği gibi geleceğe güvenle bakmalarına da olanak tanımamaktadır. The study was struggling with the process of urban poverty, poverty of trying to put forward to deal with areas of responsibility of local units, started to move away from the social consciousness of the state government aims to highlight evade responsibility. For this purpose, we have chosen as a sample quantitative research method Kırıkkale Municipality were interviewed face to face with a prepared questionnaire. Using the evaluation process of the interview were included in the responses of 92 people. Based on the findings of the study, we chose as an example of municipalities in Kırıkkale Municipality had been done on the basis of social assistance and services is very problematic because of an institutional nature field.
