Küreselleşme ile birlikte sınırların ortadan kalkması işletmelerin rekabet edecekleri firma sayısının ve bazı firmaların rekabet gücünün artmasına neden olmuştur. Küresel rekabet ortamında büyük işletmeler ölçek ekonomilerinden yararlanarak maliyet tasarrufuna gitmekte ve maliyet avantajı ile rekabet gücü elde etmektedirler. Bu durum özelikle Küçük ve Orta Ölçekli (KOBİ) işletmelerin rekabet gücünü olumsuz etkilemektedir. KOBİ'ler küresel rekabet ortamında ayakta kalabilmek için faklı ve yeni olanı üretmek zorundadırlar. Rekabet ortamındaki bu değişim KOBİ'lerin inovasyona olan ilgilerini artırmış ve çözüm yolları arama konusunda harekete geçmelerine sebep olmuştur. Büyük olan ve ölçek ekonomisinden yararlanan işletmelerle rekabet edebilmek için; küçük ve esnek olma, yeniliklere çabuk adapte olabilme ve müŞteri tercihlerindeki değişimi büyük firmalara nazaran daha çabuk karşılayabilme özelliği ile KOBİ'ler rekabet ortamında yaşamlarını sürdürmeye çalışmaktadırlar. Büyük ölçekli işletmelere rakip olan KOBİ'ler, müşteri ihtiyaçlarını karşılamaya yönelik özyeteneklerini geliştirmek; ürünlerinde, süreçlerinde, pazarlama teknikleri ile organizasyonel yapılarında inovasyona gitmek zorunda kalmışlardır. Bu çalışmanın amacı, KOBİ'lerin rekabet ortamında özyetenek belirleme stratejilerine verdikleri önem ve bu yetenekleri geliştirirken uyguladıkları inovasyon türlerini tespit etmeye yöneliktir. Bu amaçla Balıkesir ili ve çevresinde imalat sanayinde faaliyet gösteren 144 KOBİ'nin görüşleri anket uygulaması yöntemiyle alınmış ve analiz edilmiştir. Analiz sonucunda, Balıkesir'deki KOBİ'lerin büyük çoğunluğunun savunmaya yönelik inovasyon stratejisi uyguladıkları tespit edilmiştir. Mevcut ürünlerde geliştirmeler ve tasarımlar yaparak rekabet gücü elde etmeye çalışmaktadırlar. Araştırmada Balıkesir çevresindeki KOBİ'lerin daha çok süreç inovasyonu ve pazarlama inovasyonu uyguladıkları görülmektedir. KOBİ.lerin büyük bir kısmı herhangi bir kuruluştan Ar-Ge desteği almamaktadırlar. Küçük ve Orta Ölçekli İşletmeleri Geliştirme ve Destekleme İdaresi Başkanlığı (KOSGEB)'ndan araştırma ve geliştirme desteği almak istedikleri ancak bürokratik işlemlerin çok olmasından veya bu konuda yeterli bilgiye sahip olamadıklarından dolayı destek alamadıkları görüşündedirler. KOBİ'ler inovasyon uygulamalarında daha çok işletme dışı engellerle karşılaştıklarını belirtmektedirler. Sonuç olarak, KOBİ'lerin yenilikçi uygulamalarını desteklemek amacıyla gerek devlet kanalıyla, gerekse özel Kuruluşlar aracılığıyla yeni fikirlerin hayata geçirilebileceği ortamlar hazırlanması gerekmektedir. Birçok KOBİ yeni fikirler geliştirmektedir ancak bunları hayata geçirebilecek mekansal ve parasal imkanlara sahip değildirler. Bu fikirleri desteklemek amacıyla yeni fikirlerin gerçekleşmesi halinde karşılaşılabilecek durumlarla ilgili simülasyon çalışmalarıyla KOBİ'lerin fikirleri ile ilgili bir öngörü sağlanmalıdır. Ayrıca, KOBİ'ler inovasyon çalışmaları için ortak laboratuarlar kurarak yenilik denemelerini bu laboratuarlarda gerçekleştirebilirler. The blurring of boundaries as a result of globalization has lead to an increase in the number of competitors and competitive power of some rivals firms that enterprises have to compete with. In an environment of global competition, large enterprises save cost through scale economies and gain competitiveness through cost advantages. This situation disadvantages the competitiveness of Small and Medium Sized Enterprises (SMEs) in particular.The SMEs have to produce what is different and new in order to survive in the environment of global competition. The change in this environment of competition has aroused the interest of the SMEs in innovation and leaded them to seek for solutions. To be able to compete with their large counterparts that benefit from scale economies, they try to survive through such characteristics as being small and flexible, being able to quickly adapt to changes, and being able to meet the changes in customer preferences faster than large firms.The SMEs that compete with large enterprises have had to improve their core competencies towards meeting customers' needs and to make innovations in their products, processes, marketing techniques, and organizational structures.The aim of this study is to find out how much the SMEs give importance to their strategies for identifying core competencies in an environment of competition and what kind of innovations they have embodied while developing those competencies. Towards this aim, the opinions of 144 SMEs from manufacturing industry operating in Balikesir province and its neighborhood have been collected through a questionnaire survey and analyzed.The analysis revealed that most of the SMEs in Balikesir province implement defense strategies of innovation. They try to gain competitiveness by improving the current products and designs. It is observed that most of the SMEs in the neighborhood of Balikesir carry out process innovation and marketing innovation. A significant portion of them do not receive R&D support from any organization. They are of the opinion that although they do intend to receive R&D support from Small and Medium Enterprises Development Organization (KOSGEB), they cannot do it due to excessive paper work and their lack of knowledge in the issue. The SMEs express that they face external difficulties while carrying out innovations.Consequently, there is a need for preparing environments where new ideas can be put into practice, through either governmental or business activities, in order to support innovative activities of the SMEs. Many SMEs generate new ideas; nevertheless they do not have the necessary place and monetary facilities to implement them. To support those ideas, simulation studies that would reveal the outcomes of new ideas if implemented are needed in order to provide a foresight for the ideas of SMEs. Moreover, SMEs could establish common laboratories for their innovation activities and make their innovative trials there. It is considered that this implementation will increase SMEs' efforts towards innovation.
