Kamu kaynaklarının kullanımı ile ilgili olarak son yıllarda geliştirilen söylemlerin en popüler olanlarından birisinin devlet hesaplarında saydamlığın sağlanması olarak ortaya çıktığı görülmektedir. Saydamlık, bunun yanında hesap verilebilirlik gibi kavramların giderek daha çok konuşuluyor olmasının arkasında belli başlı iki neden bulunmaktadır. Bunlardan birincisi, başta IMF olmak üzere uluslararası kuruluşlar tarafından uluslararası finansal mimarinin finansal krizlerden sonra yeniden yapılandırılması çalışmalarında mali saydamlığa giderek artan şekilde vurgu yapılmasıdır. İkincisi ise; biraz da bu uluslararası atmosferin etkisi ile ulusal düzeyde de kamu hesaplarının saydamlığı konusunun tartışılmaya ve bu konuda toplumsal talebin bir ölçüde de olsa artmaya başlamasıdır. Mali saydamlık uluslararası boyutta bir ölçüde borç verenlerin risklerini azaltma ve alacaklarını garanti altına alma çabalarının bir unsuru olarak görülebilirse de mali saydamlık aslında kendisini ulusal boyutta daha fazla hissettirmesi gereken bir konudur. Ne yazık ki sivil toplum tipi örgütlenmelerin az olduğu, vergi ödeme bilincinin pek bulunmadığı toplumlarda mali saydamlığın kendiliğinden talep edilen bir konu olmaması yüksek bir olasılıktır. Hâlbuki toplumdan alınan kaynakların nasıl ve nereye kullanıldığının hesabının verilebilmesi bütçenin devlet ile toplum arasında bir sosyal sözleşme olma niteliğinin en önemli unsurudur. Bu hesabın kaynaklara tasarruf edenler tarafından en iyi biçimde verilebilmesi öncelikle toplumun bu konuda doğru biçimde bilgilendirilmesini gerektirmektedir.
Discourses on the using of public resources have been developed in recent years as one of the most popular ones that appears to have emerged as providing transparency in government accounts.Behind more spoken gradually transparency as well as concepts such as accountability,there are two main reasons.The first of these,including IMF by the international organizations has been more and more emphasized on financial transparecy as the international financial architecture's works of restructing after financial crisis.The second, a little by the means of this international atmosphere's effect also at the nationational level to been discussed the matter of transparency in the public accounts and the social demand for this issue to begin icrease.Financial transparency at the international dimension can be seen as a component of efforts to reduce the risks and guarante the receivables of lenders also it is the issue actually needed more feeling itself at the international dimension.Unfortunately,it is a high probability in the societies where are the less civil society type of organizations and little awareness of tax payment,financial transparency is not a subject demanded by itself.However,the society's resources can be given to using how and where that is the most important element of the quality social agreement as the budget is between state and society.This account might be given on the best way by the saver of resources,first of all it requires accurately to inform the community on this issue.
