Bu tezin amacı Türkiye'nin azınlık politikalarını Lozan Antlaşması'ndan günümüze kadar inceleyerek, AB sürecinde Kopenhag Kriterleri içinde yer alan azınlıkların korunması esasına göre nasıl bir yol takip edilmesinin faydalı olacağının belirlenmesidir. Türkiye 1923 yılından itibaren günümüze kadar iç ve dış gelişmelerin de etkisiyle azınlık politikalarında birden fazla kırılma noktaları yaşamış, toplumun Müslüman ve Gayrimüslim kesimi farklı şekilde etkilenmiştir. Bu nedenle bu uzun sürecin değişik bakış açılarıyla incelenmesi, günümüzde AB sürecinde yaşanan azınlık ve kimlik sorunlarının daha iyi anlaşılabilmesi için önem arz etmektedir. 1923 yılından itibaren Atatürk önderliğinde ulus devlete dönüşmeye başlayan Türkiye, teorik olarak Türk vatandaşlığı altında bütün farklılıkları kapsayıcı bir ulus devlet yapısı oluşturmuştur. Uygulama alanında bu amaç başta 1924 Anayasası olmak üzere diğer kanunlarla desteklenmiş ve Gayrimüslimlerin Türk kültürüne uyum sağlamaları için tek parti yönetimi, bu unsurların yöneticileri ve kamuoyu tarafından teşvik edilmiştir. Dönemsel olarak bazı zorlama tedbirleri alınsa da Avrupa genel siyasi atmosferinin ulus devletlerinin güçlendirilmesi şeklinde olduğu düşünüldüğünde bu devletlerin uygulamalarının yanında Türkiye'deki tedbirler çok yüzeysel kalmıştır. Özellikle Türkiye, aşırı zorlama tedbirleri almak yerine bütün topluma eşit haklar vererek her kesimin dengeli bir şekilde bu hakları kullanabilme yolunu seçmiştir. İkinci Dünya Savaşı döneminde İnönü tarafından Türkleştirme politikaları devam ettirilmeye çalışılmış ve Varlık Vergisi gibi hedefi Gayrimüslimlerin ekonomik güçlerinin ellerinden alınması olan uygulamalar yapılmıştır. Çok Partili Sisteme geçiş ile beraber Türkiye, Türkleştirme arka planına sahip kuramsal yapısını bir kenara bırakmış fakat yeni bir kuramsal yapı oluşturmamıştır. Bunun sonucunda da hem dengesiz bir azınlık politikası yürütmeye çalışmış hem de Avrupa.da meydana gelen azınlık yaklaşımlarındaki değişimlere ilgisiz kalmıştır. Bu nedenle de Türkiye, Lozan'da doğru bir şekilde oluşturduğu azınlık politikasını çağa ayak uyduracak şekilde geliştirememiştir. 1999 yılında Türkiye'nin AB adaylık süreci başlamasıyla beraber azınlık politikalarındaki uyumsuzluk açığa çıkmıştır. Türkiye Avrupa Komisyonu ilerleme raporlarında sürekli olarak azınlıkların korunması konusunda çok eksiği olduğu yönünde eleştirilmektedir. Fakat günümüzde çokkültürlülük çerçevesinde azınlık hakları kapsamında gelinen noktadan geride olunması nedeniyle Türkiye, eksik bir alt yapıyla yakın geçmişte olduğu gibi üniter yapısına zararı olacak şekilde bugün de dışarıdan gelen baskılara göre bazı hakları genişletmeye çalışmaktadır. The aim of this thesis is, to examine Turkey's minority policies from the Lausanne Treaty until today and to determine which path would have been more beneficial due to the protection of the minorities who are in the Copenhagen Criteria in the process of European Union. Turkey has passed through more than one break points about the minority policies within the impact of internal and external developments since 1923 till our present time and Muslim & Non-Muslim societies have been affected of this. In spite of this, examining this long process with different point of views, considers for the problems of the minority and identity problems in the European Union process at our present time. Since 1923, under the leadership of Ataturk, Turkey which has begun to convert into a nation-state country, theoratically has constituted a nation-state structure covering all the differences under the name of Turkish citizenship.Practically, this aim has been supported with the other laws including the 1924 MotherLaw first of all and one party government to adapt the Non-Muslim citizenships to the Turkish Culture, and also the managers of these components and public opinion were encouraged. Periodically, however some forcing measures are taken of Europe general political atmosphere and if thought of strengthening the nation governments, actions in Turkey has been too weak compared to the other countries. applications. Especially, instead of taking excessive forcing measures , Turkey has chosen the way by giving equal rights to the society and provided them to use these rights balanced at every section of the society. During the World War II, President Inonu has tried to sustain Turcification policies and enforcement of wealth-tax has been used to weaken the economic strength of the non-Muslim community. Turkey, passing through multi party system, has left its theoretical structure but couldn.t have constituted a new theoretical system. As a result of this Turkey has either tried to perform an unbalanced minority policy or has stayed uninterested about the minority approaches. So then, Turkey couldn.t have improved the minority policy which it had improved During the Lausanne Treaty. With the start of the process of Turkey.s EU candidacy in 1999 has revealed the inconsistencies in minority policies. Turkey has been regularly criticized in the European Commission.s progress reports. But today, due to the fact that Turkey.s being far behind to the point regarding in the minority rights within the context of multi-culturalism, is now trying to extend certain rights with a deficient infrastructure, while damaging the unitary structure by the pressures from outside as in recent past.
