Bu tezin amacı; dünyadaki yeni oluşumlar ışığında Gıda Sektörü'nün yaşadığı gelişmeleri ortaya koyarak, bu gelişmeler içerisinde inovasyonun rolünü belirlemek ve Türk Gıda ve İçecek sektörünün sürdürülebilir kılınması için bu sektörün inovasyon kabiliyetini ortaya koymak ve bu kabiliyeti artırmak için politika önerileri sunmaktır. Tezin sistematiği şu şekilde oluşturulmuştur: Öncelikle dünyada yaşanan gelişmeler ve bu gelişmelere uyum sağlamak için yapılabilecekler incelenmiş ve inovasyonun ülke kalkınması ve şirket sürekliliği için taşıdığı önem ve üstlendiği rol vurgulanmıştır. Daha sonra gıda sektörünün tüm dünyadaki görünümü ortaya konulmuş ve Türkiye'nin bu görünüm içerisindeki yeri belirlenmeye çalışılmıştır. Son olarak, Türk Gıda ve İçecek Sektörünün alt sektörlerinden birisi olan Şekerleme, Kakao ve Çikolata Sektörü üzerine ampirik bir çalışma yapılmıştır.Bu ampirik çalışma kapsamında Batı Akdeniz Bölgesi'nde (Burdur, Isparta, Antalya) faaliyette bulunan Şekerleme, Kakao ve Çikolata üreticilerine yönelik bir anket çalışması gerçekleştirilmiştir. Elde edilen sonuçlar kurulan hipotezler çerçevesinde SPSS istatistik programı kullanılmak suretiyle değerlendirilmiştir. İnovasyonun belirleyicisi olarak kabul edilen bazı değişkenlerin inovasyon kararı üzerindeki etkileri Ki-Kare Bağımsızlık Testi kullanılarak incelenmiştir. Likert şekilde elde edilen veriler Mann Whitney U Testi ile değerlendirilmiştir. Yapılan çalışma sonucunda inovasyon kararı ile firma faaliyet yılı, ürün tescil ettirme, AR-GE biriminin varlığı, rakibin yeni ürününe cevap verme, yerli ve yabancı fuarlara katılım, yerli yada yabancı ortak edinme arasında bir bağımsızlık ilişkisi tespit edilmemiştir. Fakat patent başvurusunda bulunma, kalite kontrol biriminin varlığı, ihracat yapma, hedef pazara uygun ürün yelpazesi oluşturma belirleyicileri arasında bir bağımsızlık ilişkisinin olduğu saptanmıştır. Buna karşılık; firmanın büyüklüğü, AR-GE faaliyetlerinin yoğunluğu, TÜBİTAK ve KOSGEB gibi kuruluşlardan sağlanan destekler, firmalar arasında sağlanan işbirliği, kalite standartlarına uygunluk gibi inovasyon belirleyicilerinde, farklı inovasyon türleri için farklı bağımsızlık değerleri elde edilmiştir. Firmaları inovasyon yapmaya yönlendiren etkenin ise; bu firmaların (1) iç bilgi kaynaklarına, (2) rakipler, müşteriler gibi dış bilgi kaynaklarına, (3) araştırma merkezleri, üniversiteler gibi kurumsal kaynaklara ve (4) eğitim gibi diğer kaynaklara verdikleri yüksek önemden kaynaklandığı görülmektedir. Firmalar inovasyonun hangi türünü gerçekleştirirlerse gerçekleştirsinler, adı geçen sektörde inovasyon yapıp yapmama kararının alınmasında bilgi eksikliğinin olduğu ve inovasyona ihtiyacın olmadığı düşüncesinde birleşmektedirler. Herhangi bir inovasyon türünü gerçekleştiren firmaların; ürün çeşitlendirme, AR-GE ve yenilik yapma, hammadde avantajları, tanıtım yeterliliği, standartlara uygun üretim gerçekleştirme, nitelikli işgücüne sahiplik, işgücü maliyetleri ve ürün fiyatı konusunda kendilerini güçlü buldukları görülmüştür. İnovasyona ağırlık veren firmalar karlılık artırıcı faktörler açısından; maliyetlerin düşürülmesi, yeni müşterilerin ve yeni pazarların ele geçirilmesi, hizmet ve ürün hattının genişletilmesinin bir işletmenin karlılık düzeyini artırmak için önemli olduğunu kabul etmektedirler. The aim of this thesis, in light of new developments in the world, to demonstrate the developments in food industry, to determine the role of innovation in these developments, to demonstrate the innovation capability of this sector to make Turkish Food and Beverage sector sustainable and to provide policy recommendations to improve this capability. Systematics of the thesis was created as follows: First, the developments in the world and what can be done to ensure compliance with these developments were examined, and the importance of innovation to develop the country and to have sustainable company was emphasized. Then it was demonstrated where the food sector in view of the world and tried to determine the place of Turkey in this view. Finally, an emprical study was conducted for the Confectionery Industry, cocoa and chocolate industries which is a sub-sector of the Turkish food and beverage group. Within the scope of this empirical study; a survey was conducted for confectionery, cocoa and chocolate producers operating in Western Mediterranean Region (Burdur, Isparta, Antalya). The results obtained within the framework of established hypotheses were evaluated by using the SPSS statistical program. The effects of some variables on the innovation decision were analyzed using Chi-Square Test of Independence. The data obtained from Likert-way was evaluated by Mann- Whitney U test. As a result of the study, no independence relationship was obtained between the decision of the innovation and the age of the firms, registration of the product, the presence of R & D unit, the response to the new product of competitor, participation to local and foreign fairs, to get local or foreign partner. However, an independence relationship was obtained between application for a patent, the existence of quality control unit, exportation, creation of appropriate product range for the target market were found to be determinants of the relationship between independence. In contrast, different independence values were obtained for the determinants of innovation such as innovation firm size, R & D intensity of activities, support provided by institutions such as TUBITAK and KOSGEB, cooperation provided between companies, compliance with the quality standards. Factors driving companies to make innovation is the high attention given to the (1) internal information sources, (2) external information sources such as competitors, customers, (3) corporate resources such as research centers, universities and (4) other sources, such as education. Whatever the type of innovation that the companies realized is; they agree on that there is no need for innovation, but there is a lack of information to get the decision of whether to do innovation or not for the mentioned sector. It was realized that the companies, perform any type of innovation, find themselves strong in terms of product variety, R & D and innovation, the advantages of raw materials, the adequacy of publicity, production complying with the standarts, ownership of the qualified labor force, labor costs and product price. Companies, giving importance to innovation, agree on that, as profit increasing factors, to reduce costs, to capture new customers and new markets, to increase the level of service and product line expansion is important to increase the profitability of a business.
