Bu tezin amacı birbirleri ile etkileşim içinde olan terörizm, güvenlik ve NATO'daki dönüşümlerinin realizm kapsamında incelenmesidir. Çalışmanın temel çıkış noktası terörizm ve güvenlikteki dönüşümlerin incelenmesi ve bu dönüşümün NATO'nun örgütsel değişimine etkisinin ortaya konulmasıdır. Çalışmada kuramsal çerçeve olarak realist yaklaşım benimsenmiştir. Bu çerçevede çalışmanın ortaya koyduğu varsayımlar şu başlıklar altında bir nebze toplanabilir. İlk olarak, realizm geçmişten günümüze geçerliliğini korumaktadır. Devletlerin, uluslararası aktörlerin politikalarına yön veren yaklaşım bugün de realizm. İkinci olarak terörizm geçmişte, bilhassa Soğuk Savaş döneminde realist devletlerin politikalarında bir araçken, Soğuk Savaş sonrası dönemde neorealizm öngördüğü üzere sistemdeki değişimden etkilenerek dönüşmüş, uluslar arası güvenliğe yönelik en ciddi tehdit haline gelmiştir. Üçüncü olarak güvenlik realizme göre devletlerin temel amacıdır, geçmişte de günümüzde de bu durum aynıdır. Geçmişte güvenliğe yönelik tehditler diğer düşman devletlerken Soğuk Savaş.ın bitimi ile güvenlik tehditleri genişlemiş çeşitlenmiştir. Yeni tehditlerin en ciddisi ise uluslararası terörizmdir. Bu durum da güvenlik anlayışının dönüşmesini doğurmaktadır. Dördüncü olarak ise Soğuk Savaşın bitişi, başta terörizm olmak yeni güvenlik tehditlerinin ortaya çıkışı, değişen güvenlik anlayışı NATO'nun dönüşümünü zorunlu kılmıştır. Döşümün şekli örgüte hakim realist yaklaşımı ortay koyar niteliktedir. Sonuç olarak tüm bu kavramlarda yaşanan dönüşüm realizm çerçevesinde olmuştur. Bu dönüşüm neticesinde kavramların geldikleri nokta da realizmin halen 'Grand Teori' olduğu göstermektedir. The aim of this thesis is to research transformation in terrorism, security and NATO, which interact each orher, in the context or realism. The main starting point of this work is to examine the transformation in terrorism and security and to present of the effect of this transformation to NATO.s organisational change. Realism has been adopted as an theoretical framework in this work. In this context the hypothesis. of this work can be summarized a little bit, under following topics. Initially, realism is valid and prevalent for so long. Today the approach which directs the policies of countries and international actors is also realism. Secondly, while in the past terrorism especially in the cold war period was a medium, or means, for the realist countries; in the post cold war era as neorealism foresaw it evolved affected by the change in the system and it became a major thread for international security. Thirdly, according to realism security is the primary goal of the states, it has been the case since past. Whereas the threads against the security were the other countries, security threads have expanded and varied with the advent of post cold war period. The most serious of these threads is the international terrorism. This also causes the transformation of the concept of terrorism. Finally, the end of the cold war, the appearance of the new security threads especially terrorism, and changing concept of security has inevitably required the transformation of NATO. The form of the change has the feature of the valid realist approach dominating As a result, all these transformation in the concepts has been happened in context of realism. The point which these concepts have reached, after thes transformations, shows that realism is still .Grand Theory.
