Sanayi Devrimi yaşanıp kitle üretimi ekonomilere hakim oluncaya kadar KOBİ’ler, temel üretim birimi olarak ekonomide varlıklarını sürdürmekte iseler de Fordizmin ekonomiye hakim olduğu dönemde KOBİ’ler akademik ve politik çevrede yeterli ilgiyi görmemişlerdir. 1970’lerden itibaren gelişmiş ülkelerde başlayan durgunluk ve krizlerin büyük işletmeleri iflasa ve küçülmeye zorlamasından sonra, KOBİ’ler yeniden önem kazanmaya başlamıştır. Günümüzde ise toplumların ekonomik ve sosyal alanda başarılı olabilmelerinin yolunun KOBİ’lere ve girişimciliğe verilen öneme bağlı olduğu ifade edilmektedir. KOBİ’lerin ekonomi içindeki öneminin fark edilmesiyle birlikte bu firmaların desteklenmesine yönelik politikalar hem gelişmiş hem de gelişmekte olan ülkelerde önem kazanmaya başlamıştır. Günümüzde devletin ekonomik rolü liberalizm ile şekillenmekte ise de devletin ekonomiye müdahale ederek KOBİ’leri destekleyici politikalar uygulaması önemli gerekçelerle savunulmaktadır.Bu tez çalışmasının amacı, KOSGEB Genel Destek Programı kapsamında sunulan desteklerin Göller Bölgesinde faaliyet gösteren KOBİ’lerin performansı üzerindeki etkilerinin ortaya konmasıdır. Bu kapsamda 2008-2011 yılları arasında Isparta ve Burdur illerinde faaliyet gösteren ve KOSGEB Genel Destek Programından yaralanmış olan 147 adet KOBİ ve bu KOBİ’lerle aynı bölgede faaliyet gösteren sektör, ölçek ve firma yaşı itibariyle aynı özellikleri taşıyan ve hiçbir destek programından faydalanmamış olan 147 KOBİ incelenmiştir. Toplamda 294 adet KOBİ üzerinde yapılan analizlerle desteklerin firma performansı üzerindeki etkileri araştırılmıştır. Oluşturulan araştırma modeli kapsamında destek alan deney grubu firmaları ile hiçbir şekilde herhangi bir destekten faydalanmamış olan kontrol grubu firmalarına Logit ve Tobit analizleri yapılarak firmaların performansları farklı performans kriterleri bağlamında karşılaştırılmış ve destek programının KOBİ performansı üzerinde anlamlı ve olumlu etkilerinin olduğu tespit edilmiştir. Firma İstihdam artışı üzerinde desteklerden; fuar, nitelikli eleman, test analiz kalibrasyon ve yurtdışı iş gezisi desteği etkili iken; ürün çeşitliliği üzerinde tanıtım ve nitelikli eleman desteklerinin etkili olduğu görülmüştür. Üretim miktarı üzerinde fuar, test analiz kalibrasyon ve belgelendirme desteği etkiliyken; satış hacmi üzerinde nitelikli eleman, test analiz kalibrasyon ve belgelendirme destekleri olumlu etki yaratmaktadır.Müşteri sayısı ve ürün kalitesi üzerinde ise örneklem itibariyle etkisi olan herhangi bir destek türü saptanamamıştır. Before and after the Industrial Revolution SMEs continued their existence in the economy; however, SMEs did not get enough attention in economic and politic society during the period when Fordizm predominated the economy. After the stagnation beginning in the 1970s in developed countries and crisis enforcing big managements to go bankrupt and downsize, SMEs began to come into prominence. And today it’s stated that societies’ getting successful in economic and social areas depends on the importance given to the SMEs and entrepreneurship.With realizing the importance of SMEs in the economy, policies devoted to support these firms both developed and began to gain importance in developing countries. Though today the economic role of the government is formed by liberalism, it is encouraged with important justifications the government should implement a policy which supports SMEs by interfering the economy.The aim of this study to show the effects of the supports offered in the contend of KOSGEB general supporting programme on the performance of the SMEs which are active in the Lake District. In this context 147 SMEs which supported by KOSGEB general supporting programme in Isparta and Burdur between 2008-2011 and 147 other SMEs which didn’t supported by any supporting programme and have the same qualities in terms of sector, scale and firm age were analysed. With the analyzes done on 294 SME in total, effects of the supports on the performances of the firms were investigated As part of created investigation model, experiment group firms taken support were compared with the control firms not taken any support by applying Logit and Tobit analyzes with respect to different performence criterias and found out that supporting programme has positive and meaninful effects on SME performance. It was seen that on firm’s employment increase from the domestic fair support, support of employment of qualified staff, test analyse calibration and foreign business travel are efficient; although, on pruduct range promotion and supports of qualified staff are effective. Domestic fair, test analyse calibration and licensing support is efficient on the current output; though, qualified staff, test analyze calibration and licensing supports register positive effects. However on the numbers of customer and product quality no form of support as from sample was determined. Keywords : SMEs, KOSGEB, Public Support, Support Performance.
