Son otuz yıl içerisinde teknolojide ve telekomünikasyon alanında yaşanan gelişmeler sonucunda internetin ve bilgisayar kullanımının yaygınlaşması; ekonomik, sosyal, kültürel her alanda değişimi de beraberinde getirmiştir. Yaşanan bu gelişmeler ile üretim süreçleri de değişmiş ve sanayi toplumundan bilgi toplumuna doğru bir geçiş sürecine girilmiştir. Bilgi toplumu sürecinde endüstriyel ya da ekonomik her türlü faaliyet, bilginin üretim ve dağıtımı; telekomünikasyon araçlarından yararlanılarak kurulan network ağları aracılığıyla yapılmaya başlanmıştır. Bu bakımdan tüm sektörlerin gelişiminde kritik bir rol oynayan telekomünikasyon sektörü, ekonomik büyümeyi de doğrudan ve dolaylı olarak tetiklemektedir.Telekomünikasyon sektöründe uzun yıllar boyunca devlet mülkiyet ve kontrolünde, doğal tekel niteliğinde hizmet sunulmuştur. Özellikle altyapı yatırımlarının yüksek maliyetli olması ve batık maliyetlerin çok olması sebebiyle sektördeki alt yapı yatırımları; kamu yatırımları niteliği taşımaktadır. Sayılan nedenlerle özel sektörün pek de girmeye cesaret edemediği telekomünikasyon sektörü, 1980’lerde değişim trendine girmiştir. O dönemde yaşanan ve tüm dünyayı saran özelleştirme akımları telekomünikasyon sektörünü de içine almıştır. Birçok ülkede önce özelleştirme, serbestleşme hareketleri ve sonrasında regülasyonlarla birlikte sektör rekabete açılmıştır. Ekonomik büyüme ve kalkınma amacındaki her ülke için son derece önem arz eden telekomünikasyon sektörü, böylece özel sektörün de hizmet verdiği bir alan olmuştur.Ülkemizde Türk Telekom A.Ş.’nin 2005’te özelleştirilmesine kadar olan sürede telekomünikasyon yatırımlarının neredeyse tamamı kamu sektörü tarafından yapılmaktaydı. Bu çalışmada, telekomünikasyon sektörünün rekabete açılmasında beş yıllık kısa bir geçmişe sahip olan Türkiye’nin telekomünikasyon alanındaki gelişimi incelenmekte ve bu gelişmeler çerçevesinde telekomünikasyon sektöründeki kamu yatırım politikaları ele alınmaktadır. Ayrıca Türk telekomünikasyon sektöründeki kamu yatırımları ile ekonomik büyüme arasındaki ilişki de ampirik olarak analiz edilmektedir. Bu amaçla 1980-2008 dönemi Türkiye örneği; VAR modelinden yararlanılarak, ekonometrik olarak tahmin edilmiştir. Sonuçta da; ekonometrik analiz bulguları doğrultusunda kamu telekomünikasyon yatırımlarının ekonomik büyüme ile ilişkisi değerlendirilmiştir. Bu doğrultuda çalışma, telekomünikasyon yatırımları konusunda politika yapıcılara yatırım kararı vermede bir öngörü niteliği taşımaktadır. In consequence of the developments in technology and telecommunication in the last three decades, the internet and computer usages have become widespread and have in turn caused economic, social and cultural transformations in all aspects of life. With these developments experienced the production processes have altered and a transition from industrial society to knowledge society has been experienced. All the industrial or economic activities in the process of knowledge society, the production and dissemination of knowledge have started to be executed through the networks established with the help of the means of telecommunication. In this respect, the telecommunication sector that plays critical roles in the development of all sectors, triggers economic growth directly or indirectly.In the telecommunication sector, the service was provided for many years as a natural monopoly under public ownership and control. Especially due to the high cost infrastructure investments and high sunk costs, the infrastructure investments in the sector have the public investment characteristic. The telecommunication sector that the private sector cannot dare to enter due to the aforementioned reasons entered into a transition trend in the 1980s. The privatisation trend experienced in these days and surrounded the whole world has also enclosed the telecommunication sector. In many countries, the sector was opened to competition through privatisation, liberalisation movements and then regulation. In this way the telecommunication sector that is significantly important for those countries aiming economic growth and development has become an area in which the private sector also offers service.In Turkey, in the period before the privatisation of Türk Telekom Inc. in 2005, almost all the telecommunication investments had been made by the public sector. In the study, the development of telecommunication sector in Turkey that has only a 5-year history in terms of the competition in the sector is examined and in the context of these developments the public investment policies in the telecommunication sector are discussed. Besides, the relationship between the public investments in the Turkish telecommunication sector and economic growth is empirically analysed. For this purpose, the 1980-2008 period of Turkey is estimated through VAR model. In conclusion, in accordance with the findings of the econometric analysis, the relationship between public telecommunication investments and economic growth is evaluated. Accordingly, the study has the characteristic of being a foresight on the telecommunication investments issue for the policy makers in deciding whether to invest or not.
