1999 yılında başlatılan Bologna Süreci’nin ele alındığı bu tez çalışması, resmi dokümanlar ışığında Bologna Süreci’nin genel bir değerlendirmesini yapmak ve yükseköğretim sistemine olası etkilerini ortaya koymak amacını taşımaktadır.Bu çalışma, Bologna Süreci’ni ortaya çıkaran dinamikleri, sürecin tarihsel gelişimini, işleyişini, gelecek hedeflerini, sürece yönelik olumlu ve olumsuz değerlendirmeleri bir arada içeren bütüncül bir yaklaşım ortaya koyması açısından önem taşımaktadır. Yabancı dilde kaleme alınan resmi dokümanların incelendiği bu çalışmanın diğer araştırmacılar için önemli bir Türkçe kaynak olacağı düşünülmektedir.Bu çalışmada literatür taraması yöntemi kullanılmıştır. Çalışmanın temel veri kaynaklarını Bologna ortak bildirileri, paydaş kurumların yaptığı araştırma ile çalışma raporları ve konu ile ilgili makaleler oluşturmaktadır. Dört bölümden oluşan çalışmanın ilk bölümünde, dünya ve Türkiye ölçeğinde yükseköğretim sisteminin gelişimi irdelenmektedir.Bologna Süreci’nin temel dokümanları ışığında sürecin gelişim seyrine yer verilen ikinci bölümü, dünyadaki ve Türkiye’deki Bologna uygulamaları hakkında bilgi içeren üçüncü bölüm izlemektedir. Sürece yönelik eleştirilere ve övgülere yer verilen dördüncü ve son bölümde ise, sürecin yükseköğretim sistemi için bir fırsat sunup sunamayacağı tartışılmaktadır.Bologna Süreci, etkileri uzun vadede ortaya çıkacak kapsamlı bir reform paketi olduğundan sürecin başarılı veya başarısız olacağını bugünden tahmin edebilmek oldukça zordur. Ancak, mevcut işleyiş dikkate alınırsa, sürecin, yükseköğretim sistemi için bir tehdit unsuru olmaktan ziyade, bir fırsat olduğunu söylemek yanlış olmayacaktır. Sürecin gelecekteki başarısı paydaşların katkısına ve iş birliğine, yasal olarak kabul edilen reformların felsefi olarak içselleştirilmesine, yeterli zamana ve finansal desteğe bağlıdır. Yükseköğretim sistemlerinin yeniden yapılandırılması için önemli bir fırsat sunan Bologna Süreci’nin hedeflerine ulaşıp ulaşamayacağını ve tüm ülkelerde uyumlu bir şekilde uygulanıp uygulanmayacağını zaman gösterecektir. This thesis statement aims to evaluate the Bologna Process, which started in 1999, under the light of the offical documents and find out its possible effects on the higher education system.This study holds key for presenting a comprehensive view by gathering information about the dynamics which bred the process, its historical evolution, process management, future goals, positive and negative considerations. The study, in which the official documents written in foreign languange are evaluated, is believed to be an important Turkish source for other researchers. The literature review method is used in this study. Its main sources of data are Bologna joint comminiques, research and working papers carried out by the stakeholders and related articles. This study consists of four sections; in the first section, the evolution of the higher education system in the world and in Turkey is analysed. Second section, in which the evolution of the Bologna Process is evaluated under the light of the official documents, is followed by the third section that contains information about the Bologna implemetations in the world and in Turkey. The critiques and praises about the process are expressed in the fourth and last section, and whether the process offers an opportunity for the higher education system is questioned.Since Bologna Process, whose effects will take place in the long run is a comprehensive reform package, it is difficult to guess whether it will be successful or not right now. However, if the ongoing process is taken into account, it is not inaccurate to say that the process offers an opportunity rather than being a threat for the higher education system. The future success of the process depends on the commitments and cooperations of the stakeholders’, philosophical internalization of the reforms adapted in the legal system, adequate time and financial support. The time will show whether the Bologna Process, which gives a crucial opportunity for the reconstruction of the higher education system, will reach its aims and be implemented harmoniously in all countries.
