Günümüzde sağlık sektöründeki göstergelere bakılarak o ülkenin gelişmişliğini nispeten ölçmek mümkün hale gelmiştir. Bir ülkenin bebek ölüm hızı, genel ölüm hızı, anne ölüm hızı ve hastalanma oranları ne kadar düşükse, bununla birlikte kişi başına düşen hekim sayısı, doğumda yaşam beklentisi, sağlık sektörü istihdam oranları ne kadar yüksekse o ülkenin gelişmişliği de o kadar yüksektir. Toplumların sağlık harcamalarını arttırmaları da bir gelişmişlik ölçütüdür.Gelişmiş ve gelişmekte olan bütün ülkelerde sağlık alanında en başta gelen sorun, sektöre ayrılmış kaynakların en etkin ve verimli şekilde nasıl kullanılacağı, ayrılan kaynaklarla sağlanan hizmetlerin en ulaşılabilir hale nasıl getirileceği ve üretilen hizmetlerin en iyi şekilde nasıl paylaştırılacağıdır.Hazırlanan bu çalışmada öncelikli olarak sağlık ve sağlık ekonomisine ait teorik bilgiler verilmiş ardından toplumların sağlık hizmetlerini değerlendirmede kullandıkları birtakım parametreler açıklanıp değerlendirilmiştir. İkinci bölümden itibaren Türkiye’deki sağlık harcamaları incelenmiş, üçüncü bölümde, 2011 OECD verilerinden yararlanılarak Türkiye’nin diğer ülkelerle karşılaştırması yapılmış ve tüm OECD ortalamasındaki mevcut durumu değerlendirilmiştir. Elde edilen sonuç göstermektedir ki, Türkiye’deki sağlık göstergeleri OECD ülkelerinin altındadır. Bunun yanında Türkiye tüm sağlık göstergelerinde belirli bir iyileşme kaydetmiştir. Bebek ölüm hızında anlamlı bir düşüş kaydetmiştir. Kişi başına sağlık harcamaları 2004-2008 yılları arasında 310 USD’den 624 USD’ye yükselmiştir.Son yıllarda tüm verilerde görülen düzelmeler olumlu bir bakış kazandırmakla birlikte, elde edilen iyileşmenin Türkiye’nin bulunduğu grubun diğer üyeleriyle uyumlu bir şekilde gelişerek daha çok ivme kazanması gerekmektedir. Sonuç olarak, Türkiye gelişmekte olan bir ülkedir ve sağlık harcamaları da bu paralelde bir artış göstermektedir. Today it is possible to relatively evaluate the development of that country by looking at the indicators of the health sector. If infant mortality rate, total mortality rate, maternal mortality rate and disease incidence rates of a country are low the development of that country can be called as low, however if number of medical doctors per capita, life expectancy at birth, employment in the health sectors are high in a country the development of that country can be called as high. Increase of health expenditures of the populations is a high development indicator The prominent problems of the health sector in all developed and developing countries are; how to use the sources most effectively and efficiently which are allocated to the sector, how to make services most accessible which are provided by allocated sources and how to allot the produced services most effectiveley.In this study firstly theorical information about health and health economics mentioned, then some parameters, which are used by populations to evaluate health services, were explained and evaluated. In the second part, health expenditures in Turkey were investigated, in the third part according to the OECD 2011 report, the comparison of Turkey with other countries was performed and the current status of Turkey in OECD countries was evaluated. The obtained result shows that the health indicators of Turkey are under the OECD countries’ indicators. However a certain improvement on all health indicators in Turkey is determined in the last years. Although improvement on all data brings an optimistic glance, the obtained improvement must gain acceleration. Turkey is a developing country and health expenditures are increasing correspondingly. The index of health in Turkey is below the OECD countries. Turkey also has made a definite progress in all the index of health. It has registered a significant decrease in the baby death rate. The per capita health expenses have risen from 310 USD to 624 USD in the years of 2004 and 2008.Not only do the improvements in all outputs in the recent years give a positive wiev, but also this current improvement needs to accelarate itself more by means of Turkey’s development in harmony with the other members of the group. As a conclusion, Turkey is a developing country so the health expenses have risen in accordance with it.
