Temsili demokrasinin halkın taleplerini karşılayamaması nedeniyle günümüzde önemi gittikçe artmaya başlayan sivil toplum kuruluşlarından beklenende artmaya başlamıştır. Halkın isteklerinin yönetime iletilmesinde önemli araçlardan birisi olan sivil toplum kuruluşları, günümüzde hem katılımcı hem de çoğulcu demokrasinin bir aracı haline gelmesi beklenmektedir. Yerelde oluşturulacak kamu politikalarında meşruiyet krizi çözmek için sivil tolum kuruluşlarını katılımı gereklidir. Yönetimi aldığı kararları da etkilemenin en etkili yolu ise örgütlü toplumdur.Bu tezin amacı sivil toplum kuruluşları yöneticilerinin yerel siyasetteki etkinlik algısını, sivil toplum kuruluşlarının yerel karar alma süreçlerine katılıp katılmadığını ve yerel demokrasinin gelişimine katkıda bulunup bulunulmadığını ortaya koymaktır.Çalışmanın birinci ve ikinci bölümünde yerel siyaset, yerel demokrasi kavramı, yerel siyaset aktörlerini; sivil toplum ve sivil toplum kuruluşları kavramları, özellikleri ve işlevleri kuramsal olarak incelemiştir.Çalışmanın üçüncü bölümündeki uygulama kısmında ise; kuramsal boyuta uygun bir çerçevede anket formu hazırlanmış ve Uşak ilindeki sivil toplum kuruluşları yöneticilerine uygulanmıştır. 126 sivil toplum kuruluşu yöneticilerine uygulanan anket verilerine yönelik olarak SPSS yazılımı kullanılarak istatistiksel analizler yapılmıştır. Bu bağlamda, temel olarak tanımlayıcı istatistikler, faktör analizi, Mann-Whitney U, Kruskal wallis hipotez testleri kullanılmıştır.İstatistiksel analiz değerlendirilmesi sonucunda, sivil toplum kuruluşları yöneticileri yerel siyasette etkin olmanın bir gereklilik olduğunu, sivil toplum kuruluşlarının yerel demokrasinin güçlenmesinde önemli bir aktör olduğunu ifade etseler de; sivil toplum kuruluşlarının yerel düzeyde kamu politikası oluşturma sürecine katılmadığı görülmektedir. Katılım olanaklarının yetersiz olması, sivil toplum kuruluşlarını önemsenmemesi ve sivil toplum kuruluşları uygun çalışma ortamı yaratılmaması sivil toplum kuruluşlarının katılımını engelleyen faktörler olarak karşımıza çıkmaktadır. Since representative democracy can not meet the demands of the public nowadays, non-governmental organizations are expected to do more and more in every passingday. These organizations are very important as they are the tolls of the will of the public and they aid people so that they can further be a part of the democracy. Also, they are expected to be the means for participatory and pluralist democracy. Non-governmental organizations are required when it comes to resolve the crisis that stemming from the legitimacy of public policies to be created at the local level participation. It is a reality that The Organized society is the most effective way to influence local goverment.The aim of this thesis is to put forth the perception of non-governmental organizations directors towards the effectiveness of the local politics, their participation to the decision-making processes and whether they have contributions to the development of the local democracy.In the first and second part of the study, the local politics, the local democracy and the local actors; the civil society and the non-governmental organizations, features and functions discussed are theoretically investigated.In the application section of the third part of the study, a survey has been prepared that fits to the theoretical framework and it is applied to directors of non-governmental organizations at the province of Uşak. The survey results of 126 directors of non-governmental organizations for data analyzes were perform with using SPSS software. In this context, mainly descriptive statistics, factor analysis, Mann-Whitney, Kruskal-Wallis hypothesis tests were used.After the evaluation of statistical analysis, while the directors of non-governmental organizations have expressed that it is requirement even that organizations should be more actively involved in local politics and as they are an important actor on the route at the reinforcement of local democracy; It is seen that the civil society organizations at the local level do not participate in publicpolicy-makingprocess. As the most critical factors at the prevention of the participation is that not giving importance to the NGO and not the creation of an appropriate working.
