Cumhuriyet tarihi boyunca Türkiye’nin izlediği ekonomi siyaseti, dış dünyadaki gelişmelere paralel olarak Batı yanlısı bir çizgi de seyretmiştir. Batı’ya uyum anlamında gelişen liberalizm temelli politikaların en önemlisi, halen günümüz ekonomi politikalarına etki eden 24 Ocak 1980 Kararları biçiminde ortaya çıkmıştır.Küreselleşme sürecine uygun olarak gelişen bu politikalar, özellikle 1980’den itibaren tüm dünyada etkisini göstermiştir. Devletin ekonomideki payının azaltılması ile ticaret ve finans piyasalarının liberalleştirilmesi üzerine kurulu bu sistemle Türkiye, liberalleşme sürecine kapsamlı ve hızlı bir giriş yapmıştır. İstikrar Programları biçiminde ortaya çıkan liberalleşme süreçlerinin, özellikle 1980 sonraki sürece yansıması, finansal ekonomik krizler şeklinde olmuştur.Türkiye Cumhuriyeti’nin ekonomik gelişimine doğrudan etki eden en önemli faktör, siyasi gelişmelerdir. Siyaset kurumunu doğrudan etkileyen ve yönlendiren aktör ise ordudur. Ordunun siyaset kurumu üzerindeki vesayeti, sıkça tekrarlanan darbe girişimleriyle ortaya çıkmış ve bu yapı, ekonomik-siyasi-toplumsal alanın değişim dinamiğini oluşturmuştur. Kısaca bu çalışmada; Türkiye’de liberal ve Neo-liberal ekonomi politikalarının tarihsel süreç içerisinde geçirmiş olduğu dönüşüm, siyasi gelişmeler de dikkate alınarak incelenmekte; özellikle 1980’li yıllar ve sonrasında meydana gelen ekonomik krizler ve bu krizlerin neden olduğu dönüşümler ele alınmaktadır. The economic policy that Turkey adopted throughout history of the republic, has been western-oriented and that in parallel with developments of external world. The most important liberalism-based policy that has been developed relating west adaptation is the 24 January 1980 Decisions still affecting today's economic policies. The policies, developed in accordance with the process of globalization, have made a great impact all over the world since 1980’s. The liberalization of trade and financial markets by reducing the share of the state's economy which is based on this system, enabled Turkey to enter into the liberalization process extensively and rapidly. The liberalization process having emerged through Stability programme, especially after 1980’s, resulted in financial economic crisis.The most important factor that directly affects the economic development of the Republic of Turkey are the political developments. The actor that affects and shapes the political authority is the army. The guardianship of the army over the policy authority has occurred as a result of frequent coup attemptions and this created the dynamics of change in the economic-political-social space. Briefly in this study, the changes occurred in Turkey’s liberal and neo-liberal economic policies through the historical process have been theory-based analysed by taking the political developments into consideration and the economic depressions that have been occurred in 1980s and afterwards and changes caused by these depression have been discussed.
