Ülkelerin refah düzeyini arttırma ve kalkınmalarında dıs ticaretin büyük rolü bulunmaktadır. Küresellesme sürecinde, uluslararası ticaretin serbestlestirilmesi ve kolaylastırılması ülkelerin temel iktisat politikası araçlarından biri haline gelmistir. Türkiye, dıs politika anlayısında son dönemlerde; ekonomiler ve toplumlar arasındaki entegrasyonun öneminden hareketle birçok ülke ile vize muafiyeti (serbestliği) anlasmaları imzalamıstır.Bu çalısma; Türkiye ile çesitli ülkeler arasında imzalanan vize serbestliği anlasmalarının, Türkiye’nin ilgili ülkelere olan ihracatını olumlu etkileyip etkilemediği konusunu arastırmaktadır. Bu çalısma üç ana bölümden olusmaktadır. İlk bölümde; iktisat kuramının temelini olusturan dıs ticaret teorilerinin kısa bir değerlendirilmesi yapılmaktadır.İkinci bölümde; 1980-2013 döneminde Türkiye’nin genel dıs ticaret yapısı incelenmektedir.Bu amaçla, 1980-2013 dönemi; 1980-1989, 1990-2001, 2002-2013 olmak üzere üç alt döneme ayrılmıstır. Bu alt dönemler itibariyle, Türkiye’nin ticaret performansı arastırılmaktadır. Son bölümde; Vize serbestliği yada muafiyeti anlasmalarının ihracat üzerine olumlu etkisinin olduğu hipotezi, dıs ticaret literatürü de göz önüne alınarak, ampirik olarak test edilmektedir. Bu amaçla 1984-2013 dönemi içerisinde çesitli yıllarda Türkiye’nin vize muafiyeti anlasması yapmıs olduğu yirmi iki ülkeye yapılan ihracat verileri kullanılmaktadır.İhracat üzerinde etkili olan temel faktörler ile birlikte, ikili vize serbestliği anlasmaları faktörü modele dâhil edilmis ve panel çekim modeli çerçevesinde model tahminleri yapılmıstır. Çekim Modeli, iktisat literatüründe turizm, ticaret ve göç gibi birçok akımı basarılı bir sekilde açıklamaktadır. Bu çalısmada, Temel Çekim Modeli genisletilerek, modele ilgili ülkeler ile Türkiye’nin çapraz döviz kuru değerleri, iki ülke arasındaki uzaklık, iki ülke arasındaki kültürel yakınlık, yıl, vize serbestliği değiskenleri de eklenmistir. Elde edilen tahmin sonuçları, beklentilerin aksine; ülkelerin ihracatını artırmada ikili vize serbestliği anlasmalarının etkili bir araç olmadığı sonucunu ortaya çıkarmaktadır. Turizm hareketliliğindeki artısta temel ve anlamlı bir etken olduğu anlasılan vize serbestliği anlasmalarının ticari iliskilerin büyümesinde aynı etkiyi göstermediği anlasılmaktadır. Foreign trade has a major influence in a country's development and growth of its welfare. In globalization process, liberalization and easing of foreign trade has become one of the essential economic policy tools. Due to importance of global integration among nations and economies, Turkey has signed visa exemption agreements with many countries.This study aims to investigate whether visa exemption agreements made with foreign countries create a positive impact on export levels of Turkey to these countries. There are three main parts in this study. In the first part of the study the international trade theories are investigated shortly. In the second part, the general structure of Turkey’s international trade for the 1980-2013 period is investigated. Fort this reason the 1980-2013 period is separated three sub periods as 1980-1989, 1990-2001, 2002-2013. The trade potential of Turkey in these sub- periods is investigated. In the last part, the hypothesis as visa exemption agreements have a positive effect on export is empirically tested. During this empirical testing period the international trade literature was considered. For that purpose the export data of 22 countries which have made visa exemption agreements with Turkey are used. These data are used for the period 1984-2012. This model contains the main factors which have influence on export and the binary visa exemption agreements factor. The models are estimated within the framework of panel gravity data model. Gravity model could reveal many subjects as trade, tourism and migration successfully. In this study, gravity model is extended and new variables as cross foreign exchange rates of Turkey and other countries, distance between two countries, cultural proximity between two country, year and visa exemption variables are added in to the model. The estimate results of models show that in contrast to the expectations the binary visa exemption agreements are not efficient tools for increasing export level of Turkey. Visa exemption agreements are known to be the main and significant factor on the increase of tourism mobility. But the results of this study show that visa exemption agreements could not show the same effect on the growth of trade relations.
