Bu tezin amacı, Latin Amerika’da yaşanan sola yönelişin tarihsel köklerini, uygulanan politikalar çerçevesinde günümüzdeki durumunu ve uluslararası politikaya olan etkisini analiz etmektir. Sovyetler Birliği’nin dağılmasından sonra ortaya çıkan ABD merkezli tek kutuplu yeni dünya düzeninde artık liberalizmin kesin zaferi ilan edilmişti. Artık ideolojik çatışmalar yerine kültürel ve dini çatışmaların yaşanacağı tezleri ortaya atılmaktaydı. Ancak 1998 yılında Latin Amerika’da bir sol liderin seçimleri kazanmasıyla birlikte tekrardan sol yükseliş yaşanmaya başlamıştır. Özellikle neoliberal politikalara alternatif arama çabaları sol düşünceyi tekrarda canlandırmıştır. Liberalizmin kesin zaferini aldatıcı bulan Immanuel Wallerstein, ortaya attığı modern dünya-sistem teorisi çerçevesinde Sovyetlerin dağılmasını liberalizm aleyhinde bir gelişme olarak görmektedir. Liberalizm açısından Sovyetler tehdidinin çökmesiyle beraber sol düşünce üstündeki baskılar azalmış böylelikle bu düşünce tekrar canlanabileceği bir ortam bulmuştur. Özellikle Venezuela’da iktidara gelen sosyalist Hugo Chavez’in kapitalizm ve ABD karşıtı söylemleri diğer ülkelerdeki sol gruplara tekrardan bir özgüven kazandırmıştır. Rusya ve Çin’in uluslararası politikada izledikleri stratejiler ve Latin Amerika’daki sol grupların Rusya ve Çin yanlısı politikaları artık ABD’nin tek kutuplu sistemdeki lider konumuna zarar vererek dünya siyasetinde tekrar iki kutuplu sistem oluşmasına yol açmaktadır. The aim of this thesis is to analyze historical roots of to turn to left experienced in Latin America, the current situation and effects on international politics within framework of implemented politics.A decisive victory of liberalism was declared in the US centered unipolar new world order that emerged after the collapse of the Soviet Union. Henceforth, cultural and religious conflicts would be experienced rather than ideological, thesis were put forward. However, in 1988, with a winning the election of a left-wing leader in Latin America, there began to rise of left experienced again. In particular, efforts to find alternatives to neo-liberal politics revived the left idea again. Immanuel Wallerstein, who finds the victory of liberalism is deceptive, sees the collapse of the Soviet Union is an improvement against to liberalism within framework of the modern world-system Theory was put forward by himself.In terms of liberalism, with the collapse of the Soviet threat, pressures on the left idea had reduced, thus this idea found a place to revive again. In particular, anti-US speeches of a socialist Hugo Chavez, who came to power in Venezuela, has gained selfconfidence again to left-wing groups in other countries. Strategies followed by Russia and China in international politics and the Pro-Russia and Pro-China policies followed by left-wing groups in Latin America cause a bipolar system in the World Politics again as damaging the leading position of the US in unipolar system.
