Kentleşme, çağdaş yaşamın kaçınılmaz sonuçlarındandır. Ekonomik ve sosyal nedenlerle kentleşmenin giderek artması bir takım sorunları da beraberinde getirmiştir. Güvenlik konusu da kentleşmeyle artan sorunların başında gelmektedir. Kent güvenliğini sağlayan en önemli ve büyük kolluk kuvveti olarak Polis Teşkilatı gelmektedir. Kentleşme olgusu, polisin iş yükünü arttırmış ve polislik faaliyetlerinin ne kadar önemli olduğunu ortaya koymuştur.Kent güvenliğini sağlama konusunda görevini yerine getirirken polis, güvenlik sorunlarını ortaya çıkaran toplum fertleriyle mücadele etmekte ve kimi zaman bu görevi dolayısıyla aşırı güç kullanımı, işkence ve kötü muamele suçlamalarıyla karşı karşıya kalmaktadır. Oysaki güvenlik konusunda polisin sorumluluğunun yanında topluma da sorumluluk yükleyen, çağın gereklerine uygun olarak ve teknolojik imkânlardan yararlanmak suretiyle uygulamaya konulan suçla mücadele yöntemleri, artan güvenlik sorunlarıyla mücadele eden polise yetki kullanımında aşırılığa gitmeden daha etkili bir şekilde güvenlik hizmeti verme konusunda büyük yarar sağlamaktadır.Çalışma dört bölümden oluşmaktadır. Birinci bölümde kent, kentleşme, kolluk ve polis kavramları ele alınarak geçmişten günümüze kadar olan süreçte dönemler halinde Polis Teşkilatındaki değişimden bahsedilmiştir. İkinci bölümde polisin adli ve önleyici yetkileriyle ilgili bilgi verilmiş ve mevzuat hükümleri çerçevesinde polisin kent güvenliğini sağlarken suçları önleme amacıyla ve gerçekleşen suçların faillerini yakalayarak adli mercilere teslim edinceye kadar kullandığı adli amaçlı yetkiler üzerinde durulmuştur. Üçüncü bölümde Avrupa İnsan Hakları Sözleşmesinde tanınan bazı hakların polis tarafından yetki kullanımında aşırılığa gidilmesi sonucu ihlal edildiği iddiasıyla Avrupa İnsan Hakları Mahkemesine açılan davalar incelenmiştir. Dördüncü bölümde polisin son zamanlarda kent güvenliğini sağlamak için kullandığı dikkat çeken yöntemlerden Toplum Destekli Polislik ve Kent Güvenlik Yönetim Sistemleri ele alınmıştır. Urbanization is the one of the inevitable result of moderne life.increasing urbanization with the economic and social reasons has brought about a number of problems. security issues is also the top of increased urbanization problems.Providing city security as the important and largest law enforcement comes police organization.the phenomenon of urbanization increases the workload of police and has revealed how important is the police activity.Fulfllment of its duties in ensuring the safety of the city, the police, combat with members of the society revealing security problems and sometimes hence this task face with blames of excessive use of force, torture and ill-treatment.yet in the topic of security besides the responsibility of the police, encumbering to society,crime fighting methods which put into practice according to requirements of era and by utilizing technological opportinities is very adventageous in the topic of giving more effectively security services without going to extremes in the use of authority police struggling with in the increasing security problems.The study consists of four parts. in the first part, has been mentioned change in the police organization from the past to the present process from the period to period by taking concepts of urban, urbanization, armed forces and concept of police . in the second part, given information about the judicial and preventive authorities of police and is emphasized on used for forensic purposes authorities until delivered to judicial authorities by capturing perpetrators of the crimes committed and with the purpose of prevent crimes while ensuring the safety of the police under the provisions of legislation.in the third part, some of the rights of recognized in the European Convention on Human Rights as a result of go to extremes by the police to in the use of authority alleged violations filed with the European Court of Human Rights cases were investigated.in the fourth part, to ensure city safety recently used by police ,one of the noticable methods,Community Supported Policing and Urban Security Management Systems are discussed.
