Belirli niteliklere sahip olan çalışanların örgütlerinden ayrılması başka bir ifade ile nitelikli personel devri, göç veren kurumları ve kalan personeli olumsuz olarak etkileyen bu nedenle de örgütler tarafından istenmeyen bir durumdur. Özellikle emek yoğun bir sektör olması ile bilgisizliğin, eğitimsizliğin ve tecrübesizliğin insan hayatına da mal olabilecek önemli hataların yapılmasına yol açabilmesi, sağlık hizmetleri sektöründe nitelikli personelin daha da önem kazanmasına neden olmaktadır. Bu açıdan bakıldığında sağlık kurumlarının, nitelikli çalışanlarını koruyabilmek amacıyla personel devrinin nedenlerini incelemesi, sonucuna göre de uygun stratejiler geliştirmesi ve iyileştirmeler yapması gerekmektedir.Bu olgu bilim çalışmasının temel amacı Sağlık Bakanlığı merkez ve taşra teşkilatından ayrılarak başka kurumlara geçen nitelikli personelin kurumlarından ayrılma nedenlerini ve bu ayrılmaları önlemek için Bakanlık tarafından atılması gereken adımları ortaya çıkarmaktır. Belirtilen amacın gerçekleştirilebilmesi için nitel bir çalışma yapılmış ve katılımcıların seçiminde amaçlı örnekleme türlerinden ölçüt örnekleme ile zincir örnekleme yöntemleri kullanılmıştır.Araştırma sürecinde, 2003-2013 yılları arasında Sağlık Bakanlığı'ndan ayrılarak başka kurumlara geçen ve çalışmaya gönüllü olarak katılan lisansüstü eğitim mezunu 20 personel ile toplam 25 derinlemesine görüşme yapılmıştır. Yapılan görüşmeler neticesinde 438 sayfalık veri elde edilmiş olup söz konusu verilerin çözümlenmesinde nitel veri analizi yöntemlerinden tematik analiz ve nitel veri analizi programlarından Nvivo 10 programı kullanılmıştır.Araştırma sonucunda Sağlık Bakanlığı'ndaki nitelikli personel devri ve potansiyelinin yaygın olduğu; söz konusu yaygınlığın iş özellikleriyle ilgili nedenler, terfiye ilişkin nedenler, ekonomik nedenler, yöneticilerle ilgili nedenler, çalışanlarla ilgili nedenler, lisansüstü eğitime önem verilmemesi ile ilgili nedenler, kurumsal nedenler, ailevi nedenler, saygınlıkla ilgili nedenler ve etkilenme olmak üzere on temel sebebinin bulunduğu; nitelikli personelin, yeni kurumlarına ilişkin beklentilerinin genellikle karşılandığı; personel devrinin kuruma ve kalan personele olumsuz etkilerinin bulunduğu; son olarak nitelikli personel devrinin kurum içinde ve kurum dışında yapılabilecek birtakım düzenlemelerle önlenebileceği ortaya konmuştur. Resignation of employees with certain qualities from their organizations, in other words, qualified personnel turnover, negatively affects the organizations from which they have resigned as well as the remaining personnel, and therefore, is an undesirable situation for them. Particularly, the healthcare sector is a labor intensive industry, where ignorance, lack of education and inexperience may lead to important errors that may also claim human life so qualified personnel is of even more importance in this sector. From this perspective, healthcare institutions should investigate the causes of personnel turnover, develop appropriate strategies according to the results of such investigation and make improvements.The main objective of this phenomenological study is to discover the causes of resignation of qualified personnel who resigned from central and provincial organizations of the Ministry of Health and were transferred to other institutions, and the actions to take for the Ministry in order to prevent such resignations. In order to achieve this objective, a qualitative study was conducted, and criterion sampling and chain sampling, which are types of purposeful sampling, were used to select the participants.During the research process, a total of 25 in-depth interviews were conducted with 20 personnel members holding a postgraduate degree who resigned from Ministry of Health and were transferred to other institutions between 2003-2013, and volunteered to participate in the study. As a result of the interviews, 438 pages of data was obtained and Nvivo 10 software program, a thematic analysis and qualitative data analysis software, was used to analyze this data.At the end of the study, it was determined that qualified personnel turnover and its potential are common in the Ministry of Health, for which there are 10 major reasons, including reasons related to job specifications, reasons related to promotion, economical reasons, reasons related to directors and employees, reasons related to lack of recognition of postgraduate education, corporate reasons, family reasons, reasons related to dignity and being affected, that expectations of qualified personnel from their new institutions are often met, that the personnel turnover negatively affects the institutions and the remaining personnel, and that lastly, the qualified personnel turnover can be prevented by some arrangements that can be performed inside and outside the institution.
