Firmaların doğduktan sonra büyüme çabaları, mikro iktisatta uzun yıllardır araştırılan bir konudur. Firmaların doğumu sonrası hayatta kalabilmesi ve büyümesi, birçok değişkene bağlıdır. Bu değişkenler iki ana başlık altında toplanabilir. Bunlardan birincisi, firmanın kendine has içsel faktörleri, ikincisi endüstriye has dışsal faktörlerdir.İçsel faktörler, firmanın yaşı, giriş ölçeği, bölge seçimi, yenilik faaliyetleri, girişimcinin eğitimi, tecrübesi gibi özelliklerdir. Dışsal faktörler ise endüstri yoğunlaşması, engeller, maliyet avantajları, hükümet politikaları gibi faktörlerdir. Bu konudaki literatür iktisatçıların son yüzyıldaki çalışmaları ile bütünlük kazanmıştır. Birçok ülkede bu faktörlerin firmaların hayatta kalması ve büyümesi üzerindeki etkileri ekonometrik yöntemlerle ölçülmeye çalışılmıştır. Bu konuda firmaların büyümesini etkileyen vergi teşvikleri de, önemli bir faktördür. Dünyada giderek önemini kaybetmekle beraber, ülkemizde hala önemli bir gündem maddesi olan vergi teşviklerinin etkileri, her bir uygulamada sürekli tartışılmaktadır.Bu kapsamda ülkemizde yakın zamanda uygulanmış olan (2004-2009) 5084 sayılı vergi teşvik kanununun yeni doğan firmalar üzerindeki etkileri, firmalarla yüz yüze yapılan anketlerle ölçülmüştür. Söz konusu kanun göller bölgesinde sadece Afyonkarahisar ilinde uygulanmıştır. Çalışma göller bölgesinde ortak bir sektör olduğu için, mermer madenciliği sektörü üzerinde yapılmıştır. Bu uygulamanın etkilerinin araştırılması ve sonuçlarının ortaya konulması, hükümetler, uygulayıcılar, teşvikten faydalananlar, faydalanmayanlar ve bundan sonra uygulanacak teşvikler için yol gösterici olması beklenmektedir. Çalışma, Süleyman Demirel Üniversitesi Bilimsel Araştırmalar Proje Birimi tarafından Yl-3386-YL1-12 numaralı proje ile desteklenmiştir. BBusiness firms' efforts for growing after their birth is a matter searched within microeconomics over many years. Survival and growing of the firms after birth depends on many variables. These variables may be come under two headings. The first one is the firm's characteristic internal factor and the second one is the external factors special to the industry. Internal factors are the characteristics like the age of firm, entry scale, choice of zone, innovation activities, and entrepreneur's education and experience. And the external factors are the ones like concentration of industry, barriers, cost benefits and policies of the governments. The literature on this issue has been supported with economists' researches in recent century. In many countries these factors' effects on the survival and growing of the firms are tried to measure with econometrical methods. In this regard, tax incentives which affect the growth of firms are important factor. Despite losing importance day by day in the world, the effects of tax incentives which are still important agenda items are always argued in every practice.In this context, with the questionnaires that were implement to the firms, the effects of tax incentive law no (2004-2009) 5084, which is practiced newly in our country on new born firms, will be stated. The discussed law have been practiced only in Afyonkarahisar in lakes region. The research was made on marble mining sector because of it is a common sector in lakes region. The research of this application's effects and the statement of its results are expected to be a guide for governments, authorities, the ones who benefit and the ones who don't benefit from the incentives and for the other incentives which will be practiced hereafter.
