The purpose of the study is to identify the opinions and assessments of the sectors’ stakeholders concerning the implementations of Transformation in Health Program which are seen as reflection of the neoliberal state and new public management approaches’ in health sector of Turkey.Theoretical part of the study, primarily discusses the historical process of the structural and functional transformation of the state in the liberal-welfare-neoliberal forms and their reflections to the public administration. Following, the impacts of the neoliberal politics in the public administration of Turkey are addressed and the transformation realized through Transformation in Health Program implementations in the health sector is systematically described. Transformation in Health Program, supported by the World Bank, is a comprehensive project realized in period of health reforms in Turkey and consists of two basic phases that are between the years 2003-2009 and 2009-2014. Within the scope of this project, implementations, which seriously transform the sector, are put into effect in terms of management and organization, service delivery, finance and human resources in health sector.In the practical part of the study, a field research is executed to identify how the stakeholders in the related sector perceive the implementations of Transformation in Health Program in the city centers of Antalya, Bursa, Denizli, Erzurum, Isparta, Konya, Samsun and Şanlıurfa.By means of the field study carried out, it has been concluded that the patients perceive the applications in the Health Transformation Program more positively than the managers and physicians, and that there are some discrepancies in terms of perception of some of the applications, especially of the family physician system, and that the awareness of managers and physicians in the health sector are higher toward the transformation program, and that the stakeholders in the sector have not been well informed about the transformation applications.As a result of the findings of field research, the current situation in health sector of Turkey is presented in all its parts, with the opinions and assessments of patients, doctors and health administrators regarding Transformation in Health Program implementations. Besides, the problems and solutions shown up by health sector implementations of Turkey are framed and the predictions are stated about the future of health sector. Çalışmanın amacı, neoliberal devlet ve yeni kamu yönetimi anlayışının Türk sağlık sektörüne yansıması olarak görülen Sağlıkta Dönüşüm Programı uygulamalarına yönelik sektördeki paydaşların görüş ve değerlendirmelerinin tespit edilmesidir.Çalışmanın teorik kısmında, öncelikle tarihsel süreçte, devletin liberal-refah-neoliberal formlarındaki yapısal ve işlevsel dönüşümü ile bu durumun kamu yönetimine yansımaları ele alınmıştır. Sonrasında ise neoliberal politikaların Türkiye’de kamu yönetimi alanındaki etkilerine değinilerek sağlık sektöründe Sağlıkta Dönüşüm Programı uygulamaları ile gerçekleşen dönüşüm sistematik bir şekilde betimlenmiştir. Sağlıkta Dönüşüm Programı Dünya Bankası tarafından desteklenen, 2003-2009 ve 2009-2014 yıllarını kapsayan iki temel faz şeklinde ve Türkiye’de sağlık reformları dönemi içerisinde gerçekleştirilen kapsamlı bir projedir. Bu proje kapsamında, sağlık sektöründe yönetim ve örgütlenme, hizmet sunumu, finansman ve insan kaynakları açısından sektörü ciddi anlamda dönüştüren uygulamalar hayata geçirilmiştir.Çalışmanın uygulama kısmında ise, Sağlıkta Dönüşüm Programı uygulamalarının sektördeki paydaşlar tarafından nasıl algılandığının tespit edilmesine yönelik Antalya, Bursa, Denizli, Erzurum, Isparta, Konya, Samsun ve Şanlıurfa il merkezlerinde bir alan araştırması gerçekleştirilmiştir.Alan araştırması vasıtasıyla hastaların, yönetici ve hekimlere oranla Sağlıkta Dönüşüm Programı uygulamalarına daha olumlu yaklaştıkları, paydaşların aile hekimliği başta olmak üzere bazı uygulamalara ilişkin düşüncelerinde farklılıkların oluştuğu, yönetici ve hekimlerin dönüşüm uygulamalarına yönelik farkındalıklarının daha yüksek olduğu ve dönüşüm uygulamaları hakkında paydaşların yeterince bilgilendirilmediği gibi sonuçlara ulaşılmıştır. Alan araştırması bulguları sonucunda, Sağlıkta Dönüşüm Programı uygulamalarına yönelik hasta, hekim ve sağlık yöneticilerinin görüşleri ve değerlendirmeleri ile Türk sağlık sektöründe mevcut durum tüm yönleriyle ortaya konulmuştur. Ayrıca Türk sağlık sektöründe dönüşüm uygulamaları ile birlikte ortaya çıkan sorunlar ve çözüm önerileri dile getirilmiş ve de gelecek dönemin sağlık sektörüne yönelik öngörüler ifade edilmiştir.
