Günümüz piyasasında altın kural işinizi sadece doğru yapmak değildir. Esas olan çalışılan örgüte bir katma değer sağlayabilmektir. Bu nedenle iş-zaman odaklı klasik performans değerlendirme sistemleri günümüzde geçerliliğini kaybetmektedir. Doğru işleyen bir performans değerlendirme; geleceğe ve vaat edilen potansiyele yönelik, kolektif olarak üretilmiş, sonuçlarının geçerliliği örgütün bütünü tarafından kabul görmüş, sistematik fakat aynı zamanda da esnek olmalıdır. Bununla beraber bulunduğu kültürün kodlarına ve beklentilerine uygun olarak tasarlanmış ve yapılandırılmış olması gereklidir. Bu çalışmada, iyi bir performans değerlendirme sisteminin özellikleri analiz edilerek, hem nicel hem nitel özelliklere sahip yeni bir performans değerlendirme modeli önerilmiştir. Bu model Türk Kültür Kodları dikkate alınarak yapılandırılmış, teorik temeller itibariyle 360 derece ve yetkinlik bazlı performans değerlendirme modellerinin bir melezleme çalışmasıdır. Bu amaç çerçevesinde; klasik ve çağdaş boyutta performans değerlendirme sistemleri incelenmiş model için teorik altyapı çalışması yapılmıştır. Devamında, dezavantaj ve avantajlarıyla melezlemeye konu olan 360 derece ve yetkinlik bazlı performans değerlendirme sistemleri ele alınmıştır. Elde edilen bilgiler ışığın 3-D performans sistemi işleyiş ve ilkeleri boyutunda tanıtılmıştır. Son olarak, 3-D performans değerlendirme sistemi pilot olarak Antalya’da bir Hotel işletmesinde örnek olarak uygulanmış ve nitel ve nicel boyutta geribeslemeler toplanmıştır. The golden rule in today's market does not only mean doing your business in the right way. The essential thing is to provide an added value to the organization you work with. For this reason business-oriented classical performance evaluation systems have been using their validity day by day. a performance evaluation of the correct functioning must be a potential for the future and promised, collectively produced, together with the accepted validity of the results by the whole organization, not only systematic but also flexible. In this study, characteristics of a good performance evaluation system are analyzed and thus a new performance evaluation model with both quantitative and qualitative characteristics is offered. This model is configured considering the Turkish Culture Code and also it is a hybridization study of 360 degrees and competency-based performance evaluation models in respect of the theoretical foundations. For this purpose, classical and contemporary performance evaluation systems have been studied and theoretical foundation study was conducted for the model. Subsequently, disadvantages and advantages of subjects of hybridization, 360 degree and competency-based performance evaluation systems, are discussed. Then in the light of the information obtained, 3-D performance evaluation system’s working process and principles are introduced. Finally, the 3-D performance evaluation system piloted at the hotel in Antalya as an example for process and also qualitative and quantitative feedback was collected.
