Tezin amacı, Türkiye'de devletin nasıl tartışıldığını karşılıklı bağlantılarıyla görebilmektir. Tezin bilimsel araştırma yöntemi betimsel araştırma, analiz yöntemi ise ulusal düzeyde yayın yapan gazetelerin niteliksel içerik analizidir. Analizdeki gazetelerin adları Cumhuriyet, Hürriyet, Taraf, Yeni Şafak ve Zaman’dır. Analiz yıl olarak 2000-2009 olmak üzere toplam on yılla; ay olarak her bir yılın Ocak ayı olmak üzere toplam on ayla; gün olarak 310 günle sınırlıdır.Sınırlar dahilinde elde edilen veriler; 204 devlet görevlisinin, 533 yazarın, muhalefetteki 86 siyasi parti temsilcisinin, 104 sivil toplum örgütünün, 20 emekli devlet görevlisinin söylemlerinden olmak üzere toplam 947 gözlemden elde edilmiştir. Gözlemlerdeki söylemler gerçek kişilere, tüzel kişilikleri temsil eden gerçek kişilere ve tüzel kişiliklerin yazılı açıklamalarına aittir. Gözlemler, toplam 6006 makaleden elde edilmiştir. Verilerden ulaşılan bulgulara göre tematik olarak 1012 adet devlet tartışması tespit edilmiştir. 1012 tartışmanın otuz beş adeti en sık tartışılan temalardır.Tezin betimsel sonucu grafik olarak sunulmuştur (Ek 8, Şekil 47). Betimsel sonuç grafiğine bakıldığında devletin adaleti sağlama görevi %77, iç güvenliği sağlama görevi %63, dış güvenliği sağlama görevinin ise %66 oranında tartışıldığı görülmektedir.Devlet tartışmalarının %91’inde devlet olgularla, %9'unda ise olaylarla ilişkilendirilmiştir. Dolayısıyla %9 oranıyla Ergenekon, Hrant Dink Suikastı ve 28 Şubat toplumsal olayları üzerinden devlet ile ilgili yoğun tartışmalar yaşanmıştır. Devletin ekonomik alandaki düzenleyici görevinin toplam tartışmalar içindeki payı %46'tır. Sonuçlara göre dört tartışma dikkat çekmektedir. Devlet ve Avrupa Birliği, Devlet ve Yargı, Devlet ve IMF, Devlet ve Anayasa tartışmalarının, bir yandan devletin üç asli göreviyle diğer yandan devletin ekonomiyi düzenleme göreviyle ilişkili olduğu görülmektedir. The aim of this thesis is to observe how the State is discussed in Turkey through their reciprocal links. Scientific method of research of the thesis is descriptive research, while its method of analysis is qualitative content analysis of the newspapers published at the national level. The names of the analyzed newspapers are Cumhuriyet, Hurriyet, Taraf, Yeni Safak, and Zaman. The analysis is limited to ten years from 2000 to 2009, ten months starting from January of each year, and 310 days in total.The data acquired within these limits were obtained from a total of 947 observations; that is, discourses of 204 government officers, 533 authors, 86 opposition party representatives, 104 non-governmental organizations, and 20 retired government officers. The observed discourses were made by real persons, natural persons representing legal persons, and written statements of legal entities. The observations were obtained from a total of 6006 articles. In accordance with the findings obtained through the data, 1012 state-related discussions were determined in thematical terms. Thirty-five discussions out of 1012 are the most frequently discussed themes.Descriptive result of the thesis is also graphically presented (Appendix 8, Figure 47). When the graphic of descriptive result is examined, the State’s duties of securing the justice, internal and foreign security were observed to be discussed at the rate of 77%, 63%, and 66%, respectively.In 91% of the state-related discussions, the State was associated with the facts, while it was related to the events in 9% of them. Therefore, intensive discussions regarding the State were experienced on the basis of Ergenekon, Hrant Dink Assassination, and February 28 social events with the rate of 9%. The State’s regulatory function in economical sphere has a share of 46% within the total discussions. According to the results, four discussions draw attention. The State and the European Union, The State and the Justice, The State and IMF, The State and the Constitution discussions are observed to be related to the State’s three main duties on one hand and its duty of regulating the economy on the other hand.
