Gelişmiş veya gelişmekte olan ülke vatandaşlarının kendilerini sosyal ve ekonomik olarak güvende hissetmesinin en temel unsurlarından biri yaşadıkları ülkede etkin bir sosyal güvenlik sisteminin var olmasıdır. Sistemin varlığı kadar önemli olan bir başka hususda sistemin sürdürülebilirliğidir. Sistemin sürdürülebilirliği ise iyi planlanmış bir aktüeryal dengenin kurulması ve bunun mali açıdan güçlü kurumlar tarafından yönetilmesidir. Sosyal güvenliğin anayasal bir hak oluşu sosyal güvenlik faaliyetlerinin kamu kurumları tarafından yürütülmesi düşüncesini egemen kılmıştır.Diğer ülkelerde olduğu gibi Türkiye'de de sosyal güvenlik faaliyetleri devlet tarafından üstlenilmiş ve büyük ölçüde primli rejim olarak adlandırılan sosyal sigortalar yöntemiyle yerine getirilmeye çalışılmıştır. Sosyal sigortaların kapsamı dışında kalan kişilere ise primsiz rejimler olan sosyal yardımlar ve sosyal hizmetlerle hizmet sunulmuştur. Ancak 199'’lı yılların başında ülkede faaliyet gösteren sosyal sigorta kurumlarının içinde bulunduğu mali kriz kurumları devlet tarafından yapılan bütçe transferlerine bağımlı hale getirmiş ve bu bağımlılığı belirli bir düzeyde kontrol altında tutabilmek için devleti ciddi reform adımları atmaya zorlamıştır.Gerçekleştirilen reformlar sonucu sosyal sigorta kurumları 2006 yılında SGK çatısı altında birleştirilmiştir. Ancak, işçilerin, serbest çalışanların ve memurların sosyal sigorta programları ayrı ayrı işletilmeye devam edilmiştir. Çalışmanın ana konusu birleşme öncesi ve sonrası sosyal sigorta programlarının finansal gelişiminin analiz edilmesidir. Developed or developing country's citizens feel themselves socially and economically safe. One of the basic elements of this, the existence of an effective social security system in the country they live in.For feeling safe citizen of developed or developing countries in terms of social and economic. Main factor is an active social security system. Another issue as important as the existence of the system is the sustainability of the system.The sustainability of the system of establishing an actuarial balance, it is well planned and managed by financially strong institutions.Consisting of a constitutional right to social security has made social security activities be carried out by public institutions dominated the thinking.As in other countries, undertaken by state social security activities in Turkey and has tried to fulfil the largely contributory social insurance regime called method.The people outside the scope of social insurance and social services to non-contributory social assistance regime are presented.However, operating in the country at the beginning of the 1990s was found in the institutions of social security institutions, the financial crisis made it dependent on budgetary transfers made by the state and has forced the government to take serious reform steps to keep a certain level of dependency under control.As a result of the reforms of social security institutions have been combined into the roof Social Security in 2006.
