Türkiye'de kır ve kent arasındaki gelişmişlik farklarını azaltmaya yönelik geliştirilmiş projelerden çoğu beklentileri karşılayamamış ve çalışmalar hız kesmeden devam etmiştir. Kırsal kalkınma politikaları ekseninde uygulanan strateji ve projeler arasında en işlevsel sonuçlar Köylerin Altyapılarını Destekleme Projesi ile sağlanmıştır. Bu Proje kırsal kalkınma politikaları göz önünde bulundurularak alt yapı eksikliklerini çözüme kavuşturma yönünde önemli bir adım olmuştur. KÖYDES Projesi ile elde edilen somut sonuçlar kırsal kalkınma açısından bu projenin diğerlerine kıyasla yöntem ve strateji olarak daha iyi tasarlandığını ortaya koymuştur. Dolayısıyla konunun üzerinde durulması ve açıklanması önemli hale gelmiştir. Türkiye'de kırsal kalkınma politikaları çerçevesinde KÖYDES Projesi'nin değerlendirildiği bu çalışmada, Proje'nin kırsal kalkınma anlamında verimliliği ve sonuçlarının ortaya konulması amaç edinilmiştir. Detaylara inilerek diğer kalkınma projeleri açısından karşılaştırmalı bir yöntem benimsenmiş ve KÖYDES Projesi'nin ayırt edici özellikleri sayısal veriler ışığında tablolar yardımıyla açıklanmaya çalışılmıştır. Türkiye'de, genel olarak, kırsal kalkınma projelerinin taşra boyutuna yeterli önem verilmediği için kırsal alanda hedeflenen verimlilik sağlanamamıştır. KÖYDES Projesi, bütçe imkânlarındaki artış, verimlilik düzeyindeki yükseliş ve yöntemindeki özgünlük ile kırsal kalkınmaya çok önemli katkılar sunmuştur. Most of the projects built up to reduce the development differences between rural area and city in Turkey, couldn't meet the expactations and the studies have been carried on without reducing speed. The most functional results between the strategy and projects applied around the rural development strategies were provided by the project of supporting the substructure of villages. Considered with the rural development policies, this project is an important step in the direction of resolving the deficiencies of substructure. Concrete results obtained from the KOYDES Project, reveals that this project is much beter planned in terms of method and strategy, compared with others. Therefore, it has become important to deliberate and explain the subject. In this study that KOYDES Project has been evaluated in terms of rural development policies in Turkey, it is intened to reveal the results and productivity of project from the point of rural development. Going into particulars, a comparative method is adopted in terms of other development projects, and the differential features of KOYDES Project is tried to be explained in the light of digital datas with the help of charts. Generally, in Turkey, objective productivity couldn't be provided in rural area, because of the deficient importance of the rural dimension of rural development projects. KOYDES Project has presented very important contributions to the rural development by the increasing of the budget opportunitions, rising of the productivity level and it's individuality of method.
