Makroekonomik büyüme ve kalkınma süreçlerinin analizlerini konu edinen modellerin, politik ekonomi politikaları üretiminde yetersiz kalması, zamanla bölgesel kalkınma olgusunu önemli hale getirmiştir. Bu sayede, ekonomik mekanda oluşan somut potansiyellerin dikkate alınması sağlanmış ve pratik değeri daha yüksek analizler gerçekleştirilmeye başlanmıştır. Bunun sonucu olarak, bölgesel ekonomi politikalarının, ekonomik faaliyetleri daha somut yönlendirebilme şansına sahip olduğu söylenebilir. Bölgesel gelişme sorununa yönelik ilk analizler, makroekonomik büyüme modellerinin bölgeye uyarlanması yoluyla elde edilen bölgesel büyüme modelleridir. Denge modellerinin bölgesel gelişmeyi açıklamada yetersiz kalması kutuplaşmış gelişme teorilerinin ortaya çıkmasına neden olmuştur. Sektörel ve mekansal kutuplaşmalar çerçevesinde oluşturulan yaklaşımlar merkez-çevre ilişkilerine, yenilikçi ve merkez girişimcilere, ulaşım koşullarına bağlı olarak açıklanmaya çalışılmıştır. Daha sonraları geliştirilen analizler yığılma ekonomilerini temel alan şehirleşme modellerine dönüşmüştür. Böylece yığılma ekonomileri bölgesel gelişmenin ana konusu durumuna gelmiştir. Bu çalışmanın amacı, Türkiye'de, Düzey 2 Bölgelerinde beşeri sermaye yapısının panel veri analizi ve beşeri gelişmişlik indeksi kullanılarak karşılaştırılmasıdır. Birinci bölümde teorik ve olgusal olarak bölge ve bölgesel kalkınma kısaca açıklanmış; ikinci bölüm teorik ve olgusal olarak beşeri sermaye, üçüncü bölüm panel veri analizi teorisi ve analiz sonuçları üzerine kurulmuştur. Çalışmada kullanılan endeks değerleri belirlenirken, ulusal literatürde kullanılan endekslere ağırlık verilmiştir. Ancak, endeks oluşturmada kullanılan verilerin eksik olması, çalışmanın 2007-2011 yılları arasını kapsamasına neden olmuştur. Çalışmada kullanılan veriler, Türkiye İstatistik Kurumu web sitesinden alınmıştır. Ayrıca bu çalışmada, bölgelere ve yıllara göre, eğitim, sağlık, kültür ve bölgesel rekabet indeksleri açısından karşılaştırma yapılmıştır. Bu çalışma; Türkiye'de Düzey 2 bölgeleri için, endeksleme yöntemi kullanılarak yapılmış ilk kapsamlı çalışma olması açısından önem arz etmektedir. That models dealing with the analysis of the macro-economic growth and development process have become insufficient in production of political economic policies has made regional development concept over time. Thus, concrete potentials existing in economic space have been taken into consideration and higher practical value analysis have been started to be made. As a result, it can be said that regional economic policies have the chance of leading economic activity more concretely. First analysis on regional development issues are regional growth models which are obtained through the adaptation of the macroeconomic growth models on the region. That the equilibrium models are inadequate in explanation of regional development has led to the emergence of polarized development theories. Approaches created within the framework of sectoral and spatial polarization have been tried to be explained depending oncenter-periphery relations, innovative center and entrepreneurs, and transport conditions. Later developed analysis have turned into urbanization models based on agglomeration economies. Thus, agglomeration economies have been the main issue of regional developments. The purpose of this study is to compare human capital structure in level 2 regions in Turkey by using panel data analysis and human development index. In the first chapter, region and regional development have been defined as theoretical and factual briefly; the second chapter has been based on human capital as theoretical and factual, and the the third chapter has been based on panel data analysis theory and analysis results. The induces used in national literature has been mainly chosen while determining the index values in this study. However, that the data used to create index is missing has led the study to cover the years between 2007 and 2011. The data used in this study has been taken from Turkish Statistical Institute website. Besides, in this study, a comparison has been made in terms of education, health, culture and regional competitiveness index according to regions and years. This study is important since it is the first comprehensive study about level 2 regions in Turkey carried out using the indexation method.
