Bu çalışma, yönetici ile çalışanlar arasındaki iletişimin çalışanların performanslarına hangi düzeyde etki ettiği ile ilgilidir. Tez çalışması üç bölümden oluşmaktadır. Birinci bölümde performans kavramı, ikinci bölümde ise iletişim, örgütsel iletişim, örgütsel iletişimin önemi ve amacı, örgütsel iletişimi geliştirme yolları incelenmiştir. Üçüncü bölümde ise Türk kamu yönetiminde görev alan çalışanların örgüt içi iletişimleri ve performans düzeyleri belirlenerek, performans ve iletişim ilişkisi ortaya konulmuştur. Bu amaçla Bitlis ili Mutki ilçesinde görev yapmakta olan 181 kamu çalışanına ulaşılarak, örgüt içi iletişim düzeyleri ve buna bağlı olarak performans düzeyleri anket yöntemiyle ölçülmüştür. Elde edilen veriler SPSS programı ile analiz edilmiştir. Elde edilen sonuçlara göre; çalışanların iletişim ve performans düzeyleri demografik özelliklere göre farklılık göstermemekte ancak örgütsel iletişim ile performans düzeyleri arasında pozitif doğrusal bir ilişki bulunmaktadır. This study is about what degree the communication between managers and personels affects the performance of the personnel. The thesis consists of three chapters. At the first chapter performance, performance management, and at the second chapter communication, organizational communication, the importance and the aim of organizational communication , the ways of improving organizational communication are examined. And at the third chapter the relationship between performance and communication is introduced by determining the intraorganizational communication and the performance degree of the personel working at the public administration.For this purpose by making contact with 181 public employees working in Mutki, Bitlis, the degree of intraorganizational communication and paralleling to this the degree of performance is measured with survey method. The data obtained is analysed with SPSS programme .According to data obtained the degree of personnel's communication and performance doesn't differ according to the demographical features but there is a positive and linear relationship between organizational communication and the degree of performance.
