Kamu politikası ve kamu politikası analizi, politika biliminin merkezinde yer alan ve bu bilim dalının özünü oluşturan alanlardır. Literatür incelendiğinde, gerek kamu politikası, gerekse kamu politikası analizinin bir süreç olarak kabul edildiği görülmektedir. Bu sürecin temelinde iki unsur bulunmaktadır. Bunlardan ilki, bu süreci başlatan toplumsal bir sorun, ikincisi ise bu süreci kuşatan bilgidir. Bu tezin konusu da, önemli bir toplumsal sorun alanı olan engellilik ve Türkiye'de uygulanan engelli politikalarının bilgisidir. Bu bağlamda tezin amacı, kamu politikası ve kamu politikası analizi kavramlarını açıklamak ve Türkiye'nin mevcut engelli politikalarını analiz etmektir. Analiz, kamu politikası analiz biçimlerinden betimsel analiz yöntemi içerisinde yer alan, uygulama sonrası analiz yaklaşımı çerçevesinde gerçekleştirilmiştir. Analizin araştırma yöntemi ise nitel veri analizi yöntemlerinden doküman incelemesidir. Analizde sorun alanı, veri ve mevzuat olmak üzere üç temel sınırlılık bulunmaktadır. Bu sınırlılıklar göz önüne alınarak, ayrımcılık yasağı ve eşitlik, erişilebilirlik (ulaşılabilirlik), sağlık, eğitim, istihdam ve sosyal yardım olmak üzere altı parametre belirlenmiştir. Analizde, bu parametrelere ilişkin anayasa, ulusal mevzuat hükümleri ve politika belgeleri, uluslararası belgeler, kamu kurumlarının araştırma, rapor ve istatistiki verileri ile engellilik alanında mevcut diğer bilimsel araştırma, rapor ve istatistiki veriler incelenmiştir. Analiz sonucunda elde edilen verilere göre, Türkiye son yıllarda engellilere yönelik kamu politikaları açısından önemli gelişme kaydetmiştir. Engellilik alanında çağın gereklerine uygun bir mevzuat yapısını oluşturmuştur. Ancak, mevzuatla uygulama birbiri ile örtüşmemektedir. Bu durum engellilerin ayrımcılık yasağı ve eşitlik, erişilebilirlik (ulaşılabilirlik), sağlık, eğitim, istihdam ve sosyal yardım alanlarındaki sorunlarının devam etmesine neden olmaktadır. Public policy and public policy analysis are the fields that situate at the center of the policy science and constitute the essence of this science. When the literature is analyzed, it is seen that either public policy or public policy analysis are accepted as an process. There are two elements in the basis of this process. The first one is the social problem that starts this process while the second one is the knowledge which surrounds it. The subject of this thesis is therefore, the disability that is seen as an important social problem field and the knowledge of existing disability policies in Turkey. Within this context the aim of the thesis to explain the concepts of public policy and public policy analysis and to analyse Turkey's existing disability policies. Analysis is performed according to ex-post policy analysis approach involved in descriptive analysis method that one of the forms of public policy analysis. The research method of analysis is document rewiev that one of the qualitative data analysis method. In the analysis there are three fundamental restraints covering problem area, data and legislation. Considering these restraints six parameters such as equality and non-discrimination, accessibility (reachability), health, education, employment and social assistance are determined. In the analysis relating to these parameters; constitution, national legislation and policy papers, international documents, research, report and statistical data of public institutions and other accessible scientific research, report and statistical data in the field of disability are analysed. According to data acguired from analysis result, Turkey has made significiant progress in terms of public policies towards people with disabilities in recent years. An appropriate legislation structure taking into consideration the provisions of the era has been established. However, legislation and implementation do not correspond with each other. This situation causes to continue the problems of people with disabilities in equality and non-discrimination, accessibility (reachability), health, education, employment and social assistance areas.
