İşsizlik günümüzde tüm Dünya ülkelerinin en büyük sorunlarının başında yer almaktadır. İşsizliğin meydana getirmiş olduğu ekonomik, sosyal ve psikolojik sıkıntıların topluca telafi edilmesi de maalesef pek mümkün olamamaktadır. Ancak bu etkileri azaltmak ve gidermek amacıyla uygulanan aktif ve pasif işgücü politikaları bulunmaktadır. Bu politikaların makroekonomik etkileri oldukça fazla tartışılmasına rağmen işsizler üzerinde ki etkileri ise yeterince irdelenmemektedir. Bu açıdan ciddi bir çalışma açığının görülmesi üzerine bu çalışmanın yapılmasına gerek görülmüştür. Çalışmanın birinci bölümünde istihdam ve işsizlik; tanımı, kapsamı ve istihdam teorileri açısından incelenmekte, Kalkınma Planlarında istihdamın durumuna bakıldıktan sonrada Türkiye'de işgücü piyasasının güncel durumu incelenmekte ve daha sonra öz yeterlilik ve özgüvenin istihdam ilişkisi incelenmektedir. Bölümün sonunda ise işgücü piyasası politikaları aktif ve pasif işgücü piyasası politikaları alt başlıkları altında açıklandıktan sonra Türkiye işgücü piyasası politika uygulayıcısı olan İŞKUR'un uygulamış olduğu istihdam politikaları da yine aktif ve pasif işgücü piyasası politikaları alt başlıkları altında anlatılmıştır. İkinci bölümde; İŞKUR'un hedef kitlesi olan kadınlar, gençler, engelliler, ceza, tutuk ve ıslahevindeki tutuklu, hükümlüler ve eski tutuklu ve hükümlüler ile diğer hedef kitlesinin yani dezavantajlı grupların karşılaştıkları engeller, işsizlik nedenleri ve çözüm önerileri bu konularda yapılan akademik çalışmaların sonuçları bağlamında değerlendirilmiştir. Son bölümde ise; "İŞKUR' un istihdam politikaları kapsamında yürütmekte olduğu programların işsizlerin özgüven ve öz yeterlilikleri üzerindeki etkisini" ölçmek amacıyla Isparta, Antalya ve Burdur illerinde İŞKUR işgücü piyasası eğitim programlarını takip eden 476 kursiyerle yapılan birebir görüşme ve anket çalışmasının bulguları değerlendirilmiştir. Çalışma sonucunda kursiyerin mesleki etkinlik beklentisinde ki değişimin öz yeterlilik de değişime sebep olduğu ayrıca kursiyerin mesleki etkinlik beklentisinde ki değişimin öz güvende değişime sebep olduğu sonucuna ulaşılmıştır. Ayrıca ulaşılan bir başka sonuç ise; eğitmen niteliğinde ki değişimin öz yeterlilik de değişime sebep olduğu ve ayrıca eğitmen niteliğinde meydana gelen değişimin öz güvende değişime sebep olduğudur. The unemployment is taking place at the start of the most important problems of many countries. Compensation of the economic, social and political problems created by unemployment completely unfortunately could not be possible. But there are active and passive employment policies applied to decrease and solve these problems. Although the macroeconomic effects of these problems have been discussed quite a lot there are not enough discussions about the effects of these policies on unemployeds. This study aims to fulfill this discussion gap inside the literature. In the first section of the study the concepts of employment and unemployment are investigated with respect to their concept, definition, and the employment theories. Than the position of employment concept in development plans, the current condition of Turkey's labor market and the relations of self efficacy and self confidence with employment are evaluated. At the end of the first section firstly the labour market policies are evaluated under the subtitles of active and passsive labour market policies and than the employment policies implemented by İŞKUR, the labour market policy implementator of Turkey, are explained under the same subtitles. In the second section, the obstacles met by women, youths, disableds, old prisoners and convicteds and prisoners and convicted's in juvies and prisons and the other disadvantaged groups, the causes of unemployment and their solution recommendations are evaluated with respect to the results of other academic studies inside the literature. In the last section the evidences of the study aimed to evaluate the effects of the programs within the context of the İŞKUR's labour policies on the self efficacy and self confidence levels of unemployeds are investigated. To find these evidences the surveys and one on one interviews were made with 476 trainees who follow the İŞKUR's labour market education programs in Isparta, Burdur and Antalya district. First conclusion of this study is the variance on the vocational efficiency expectation of trainees causes the variance on the self efficacy and self confidence levels. The second conclusion is the variance in the quality of instructer causes the variance on the self efficacy and self confidence levels.
