Avrupa Birliği (AB) üyelik süreci Türkiye'nin yarım yüzyıldan fazla bir süredir yürüttüğü ancak bir türlü sonunu getiremediği ucu açık, çok taraflı ve çok boyutlu bir dinamik yapıdır. Bu yapı içerisinde uyumu sağlamak için pek çok hukuki, idari ve ekonomik kriteri yerine getirmek gerekmekle birlikte, sosyal ve kültürel uyum içinde yapılması gereken çalışmalar bulunmaktadır. Çünkü AB ekonomik bir ortaklık olmanın yanı sıra sosyal ve kültürel entegrasyonu da beraberinde istemektedir. Bu durum hem AB üyesi ülkelerdeki yaşayanların hem de aday ülke halkının ortak bir yaşamı istemesine bağlıdır. Zira AB üyeliği süreci aynı zamanda son aşamada hukuki olarak AB üyesi ve AB adayı ülke halklarının referandumlarda verecekleri onaya ihtiyaç duymaktadır. Dolayısıyla bu süreci olumlu sonlandırabilmek için iç ve dış kamuoyuna yönelik bir iletişim stratejisine ihtiyaç duyulmaktadır. İşte buradan hareketle Türkiye 2010 ve 2014 yıllarında iki kez AB İletişim Stratejisi (ABİS) hazırlayarak uygulamaya koymuştur. İç ve dış kamuoyunda birçok kesime yönelik olarak hazırlanan stratejide belki de diğerlerine göre en önemli hedef kitle diğerlerine de aldığı bilgiyi iletmesi yönüyle çarpan etkisi yaratan medyadır. Bu çalışmada AB İletişim Stratejisi kapsamında yapılan çalışmalarla beraber yurtiçi ve yurtdışı medyanın Türkiye'nin AB üyeliğini nasıl algıladığı irdelenmiştir. Çalışmanın amacı da, kamuoyunu etkileme gücüyle öncelikli hedef olan medyanın Türkiye'nin AB üyeliği ile ilgili süreç ve olayları doğru anlaması için nelerin olması gerektiğini ortaya çıkararak ilgili kurumlara yol göstermektir. Bununla birlikte çalışmayla ABİS'in hedef kitlesi olan diğer gruplara yönelik akademik çalışmalara da örnek olmak istenilmektedir. Çalışmada analiz yöntemi olarak yurtiçi ve yurtdışı medyaya yönelik ABİS'te verilmek istenen mesajların sorulduğu anket çalışması yapılmıştır. Anket sonucunda medya özelinde algının Türkiye'nin tanıtım eksikliği olduğu görüşüyle beraber AB üyeliğine destek yönünde olduğu görülmüştür. European Union (EU) membership process is an open-ended, multi-party and multi-dimensional dynamic structure which is conducted by Turkey for a period of time extending beyond half a century yet in no way concluded. Although it is required to fulfill several legal, administrative and economic criteria in order to ensure harmony within framework of this structure, there are also works to be performed and carried out for social and cultural conformity as well, because EU desires a social and cultural integration along with its structure as an economic partnership. This circumstance is conditional on both the citizens of EU member states and people of the candidate country desiring to live a common life together. Simply because, EU membership process is requiring at the final stage legal approval to be given in referendums to be voted at by the people of both EU member as well as EU candidate states. Thus, in order to conclude the aforesaid process in a favorable manner, it is required a communication strategy directed towards public opinion both locally as well as abroad. Commencing there from, Turkey prepared twice in years 2010 and 2014 an EU Communication Strategy (EUCS) and duly put it into implementation. Under such strategy prepared addressing several community segments of the local and foreign public opinion, possibly the most essential target mass compared to the others, is the media generating a multiplier effect by means of transmitting others any information received. It is scrutinized in this study both the works carried out under scope of EU Communication Strategy and how media both locally and abroad perceive Turkey's EU membership. Whereas the purpose of the study consists of revealing the requirements for correct and proper conception of the relevant processes and incidents with respect to Turkey's EU membership by the media as the primary target through its power to influence the public opinion and thus provide guidance to the institutions concerned. Besides and further to the foregoing, it is also desired to set an example to such academic studies directed to any other groups which are target masses of EUCS. In the study, a questionnaire has been used as the method of analysis where messages regarding local and foreign media desired to be given under EUCS are inquired. At the end of the aforesaid questionnaire, it has been found out specific to the media that although perception is in respect of inadequate promotion of Turkey, it is also coupled with support for Turkey's membership in the EU.
