Günümüzde sosyal devletin en temel görevi, tüm bireylere eşit bir yaşam hakkı sağlamaktır. Toplumda dezavantajlı konumda olan engelli bireylerin toplumsal yaşama katılımını sağlamakta bu görevler arasındadır. Bunu gerçekleştirmenin en temel yollarından biri, engelli bireylerin istihdamını sağlamaktır. Ancak yapılan tüm düzenlemelere rağmen, engelliler çalışma yaşamına girmede ve çalışma yaşamında birçok sorunla karşılaşmaktadır. Bu sorunlardan biri de işverenlerin engelli istihdamına yönelik tutumlarıdır. Çalışmanın temel amacı; engelli istihdam etme zorunluluğu bulunmayan işverenlerin engelli istihdam etmeye yönelik tutumlarını ölçmek ve Türkiye'de engelli istihdamının durumunu, karşılaştığı sorunları, engellilerin çalışma yaşamına girmede karşılaştıkları sorunları incelemektir. Engellilerin çalışma yaşamına girmede karşılaştığı ve aşılması en zor olan sorun işverenlerin olumsuz tutumlarıdır. Çalışmada, engellilerin maliyeti yükselteceği, verimsiz olacağı ve işyerinde sorun yaşanacağı korkusunun işverenlerin olumsuz tutum geliştirmelerine sebep olduğu görülmektedir. Çalışmanın birinci bölümünde engelliliğe yönelik kavramsal çerçeveye yönelik olarak literatür taraması yapılmıştır. Çalışmanın ikinci bölümünde engelli bireylerin sorunlarına değinilmiş ve istihdam sorunu irdelenmiştir. Çalışmanın üçüncü bölümünde ise; engellilerin çalışma yaşamında karşılaştığı sorunlar ve işveren tutumları incelenmiştir. Çalışmanın dördüncü ve son bölümünde; işverenlerin engelli istihdamına yönelik tutumlarını ölçmek amacıyla, Aycan tarafından geliştirilen tutum ölçeği uygulanmıştır. Trabzon ilinde 208 işverene uygulanan ölçek, SPSS programı ile analiz edilmiştir. Araştırmanın analizi sonucu elde edilen bulgular tablolarla verilmiştir. Bu bulgulara göre işverenlerin yaşı, cinsiyeti, eğitimi, mesleği, çalışma süreleri, engelli yakını olup olmaması, engelinin olup olmamasının, engelli istihdam etmeye yönelik tutumları üzerinde etkili olmadığı tespit edilmiştir. İşverenlerin engelli istihdam etmeye yönelik genel tutumlarının ise orta düzeyde olduğu tespit edilmiştir. Anahtar Kelimeler: Engelli, Engelli İstihdamı, İşveren Tutumları.
Today, the main task of the welfare state is to guarantee the equal right to life for all individuals. Disabled individuals who are disadvantaged in society is one of these tasks in ensuring participation in social life. The most basic way to accomplish this is to ensure that employment of persons with disabilities. However, despite all the arrangements made, in entering working life and working life for the disabled are faced with many questions. One of the problems of the employer attitudes towards disabled people are employed. Disabled faced in entering the working life and overcoming negative of employers are the most diffucult problems. In the study, the cost to upgrade the disabled, would be inefficient and to experience problems at work fear to develop negative attitudes of employers reason. The first section of the study as for the conceptual framework for persons with disabilities of the literature. In the second part of the study addressed problems of individuals with disabilities and employment issue is scrutinized. In the third part of the study; in working life of people with disabilities and other problems faced by employers ' attitudes. The fourth and final part of the study; employers ' attitudes towards the employment of persons with disabilities for the purpose of measuring, Aycan has been applied the scale developed by attitude. 208 in the province of Trabzon, the employee has been analyzed with the SPSS program scale, applied. Analysis of the research findings are given with the tables. These results employers are age, sex, education, occupation, working time, whether or not the disabled relative is, because it does not have an impact on attitudes to employment of persons with disabilities have been identified.
