Kamu gelirleri içerisinde yer alan vergi gelirleri, kamu hizmetlerinin finansmanında kullanılan en önemli gelir kaynağıdır. Vergi gelirlerinin gerek önemi gerekse boyutu dikkate alındığında, bu hususta mükellef ile idare arasındaki ilişkilerin düzenli yürütülebilmesi açısından bir denetim sürecine gereksinim duyulmaktadır. 16.05.2005 tarihinde Türkiye'de vergi denetiminde, 5345 Sayılı "Gelir İdaresi Başkanlığının Teşkilat ve Görevleri Hakkında Kanun" ile değişiklik yapılmıştır. Vergi denetimi bu tarihe kadar sadece Maliye Bakanlığı tarafından yerine getirilirken bu tarihten sonra Maliye Bakanlığına bağlı yarı özerk bir kuruluş olan Gelir İdaresi Başkanlığı tarafından da yerine getirilmektedir. Gelir İdaresi Başkanlığı dışında bu görevi yerine getirmekte olan Vergi Denetim Kurulu 10.07.2011 tarihinde 646 sayılı Kanun Hükmünde Kararname ile kurulmuştur. Bu çalışmada Türkiye'de vergi denetimi ile görevlendirilen bu kurumların teşkilat yapıları ve görevleri üzerine bir araştırma yapılmıştır. Ayrıca bu çalışmada; Vergi Denetim Kurulunun denetimde etkinliği arttırmak amacıyla kurmuş olduğu Risk Analiz Merkezinin çalışma yapısı incelenmiştir. Bu sistemin, vergi denetimine sağladığı adalet, zaman ve maliyet, vergi denetiminde standartların oluşturulması ve geliştirilmesi, kayıt dışı ile mücadele ve vergi incelemesinde etkinlik ve verimlilik açısından faydalar incelenmiştir. Tax incomes which are one of the public revenues are the most important sources of income used in the finance of public services. When the importance and the extent of tax incomes are taken into consideration, there is a need for an auditing process to handle regular relationships between the taxpayer and the administration. The tax audit in Turkey was changed with the low of 5345 about the tasks and the organization of the department of revenue administration on May 16, 2005. The tax audit was carried out only by the ministry of finance until May 16,2005, but now it is also carried out by the department of revenue administration which is a semi-autonomous organization in the Ministry of Finance. The tax audit board, which carries out this task except fort he department of revenue administration, was established with the decreee low of 646 on July 10, 2011. A research is made on the tasks and governance at these organizations which are charged with tax audit in Turkey on this study. Furthermore, the work structure of the centre of risk analysis, established by the board of tax audit to improve efficiency, was examined on this study. The fairness in the tax audit, time and expenditure provided by this system, the creation and development of standards in tax audit, the benefits in terms of the struggle against unrecorded affairs and the efficiency of tax audit were examined.
